The Project Development Objectives (PDO) are to improve delivery of select health services, strengthen health management systems, and in case of an Eligible Crisis or Emergency, respond promptly and effectively to it. The PDO indicators are described in table 1 below.

The project is financed by grant from the International Development Association (IDA) and its costs is shown below in Table 1.

The consulting services (“the Services”) include a NATIONAL TECHNICAL CONSULTANT to support implementation of project activities in accordance with World Bank standards and procedures, the Financing Agreements, and other approved program documentation.
It is anticipated that the consultant will commence as soon as possible for 6 months fulltime in Tuvalu.

3) INVITATION
The THSSP on behalf of the Implementing Agency now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, three reference, etc.).
4)EVALUATION CRITERIA
The criteria for selecting the Consultant are:
The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers July 2016, revised in November 2017 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
