Invitation for Initial Selection
TÜRKİYE
MUNICIPAL SERVICES PROJECT I
CONSTRUCTION
OF
MALATYA DEBRIS RECYCLING PLATFORM FOR EARTHQUAKE DEBRIS PROJECT
(AFD2-MLT W1)
(DESIGN AND BUILD)

The Malatya Metropolitan Municipality (MMM), delegation of the European Union Facility for Refugees in Turkey (FRIT II), within the scope of the Municipal Services
Project-I, is planning to tender “Malatya Recycling Platform for Earthquake Debris Project” works within the frame of AFD tender procedures and methods, from the fund
given to the Agence Française de Développement (AFD) with the section provided through ILBANK.
Description of Works:
Malatya Metropolitan Municipality (MMM) plans to implement Debris Recycling Unit with a capacity of approximately 500 t/h which aims to treat 1 million tons of debris per
year for recycling of more than 10,000,000 m³ of waste, including a wide range of demolition materials such as concrete, brick, wood, plastic, and potentially hazardous
substances like asbestos, have been stored in an area of 88.5 hectares. The Project consists of:
1.Construction of the debris recycling unit with a capacity of approximately 500 t/h,
2.Construction of a laboratory, service buildings, operator cabins, and modular life base units,
3.Construction of Service roads and utility connections
4.Provision of Auxiliary systems and equipment such as weighbridges, wheel-washing units, dust-suppression systems etc.
The Employer reserves the right to require changes to the scope of the Works by altering, adding to or deducting from the Description of Works, such changes to be within
the Bidding Documents for Procurement of Works.
The Employer intends to initially select a maximum of 6 firms for Malatya Debris Recycling Platform for Earthquake Debris Project (Design and Build). It is expected that
invitations for bid will be made in June 2026
Interested eligible Applicants may obtain further information from Malatya Metropolitan Municipality, (address below) during weekdays between 10:00 – 16:00 (local time).
A complete set of the Initial Selection Documents in English will be issued on Malatya MM website (www.malatya.bel.tr) and Electronic Public Procurement Platform
(ekapv2.kik.gov.tr)
Applications for initial selection, should be submitted with the firm stamp marked on the envelope by clearly writing the full name, trade name, address of the applicant
with the works to which the bid belongs and delivered by hand, by post or by courier to the address below by 14:30 (local time) on 03.04.2026 Alternatively, the
