Invitation for Initial Selection
TÜRKİYE
MUNICIPAL SERVICES PROJECT I
CONSTRUCTION OF GAZİANTEP MECHANICAL BIOLOGICAL TREATMENT AND BIOGAS PRODUCTION FACILITY - CAPACITY INCREASE (2nd STAGE), COMBINED HEAT and POWER (CHP) UNIT AND REFUSE DERIVED FUEL (RDF) PRODUCTION UNIT (AFD2-GZT W1)

The Gaziantep Metropolitan Municipality (GMM), delegation of the European Union Facility for Refugees in Turkey (FRIT II), within the scope of the Municipal Services Project-I, is planning to tender “Gaziantep Mechanical Biological Treatment and Biogas Production Facility - Capacity Increase (2nd Stage), CHP Unit and Refuse Derived Fuel (RDF) Production Unit” works within the frame of AFD tender procedures and methods, from the fund given to the Agence Française de Développement (AFD) with the section provided through ILBANK.
Description of Works
The Gaziantep Metropolitan Municipality (GMM) plans to implement the second stage of Mechanical Biological Treatment & Biogas Production Plant. The project service area covers 7 of 9 districts of GMM serving a total of 1.876 million inhabitant plus 375 thousand Syrians.
Gaziantep central sanitary landfill now receives more than 500.000 tons of mixed municipal solid waste per year from 7 of 9 districts of GMM, with waste from the remaining 2 districts being sent to the Nizip landfill.
The project aims to:
1. Increase the capacity of its current mechanical sorting equipment – from 25 t/h to 50 t/h minimum hourly capacity with 80% efficiency, (i.e. additional equipment for 25 t/h)
(The installed capacity of the first line of the mechanical separation plant is ~25 t/h and 2nd line will be installed parallel to the first line resulting in a total capacity of ~50t/h.)
2. Build a Refuse Derived Fuel (RDF) production unit with an input capacity of approximately 69.350 t/y.
3. Increase the capacity of the biomethanization unit (anaerobic digestion) and install a CHP (combined heat and power) unit, capable of treating 40.000 t/y of organic waste producing renewable energy.
The objective of the project is to halve the volumes sent to the landfill through material and energy recovery. Mechanical sorting will separate an organic fraction, which will be treated by anaerobic digestion method (biomethanization) in order to produce biogas and electrical energy, and a dry fraction to produce RDF. Residues that cannot be recovered will go to the existing landfill. This project will make it possible to produce: 49.4 thousand t/y of recycled waste, 52.6 thousand t/y of RDF and 14,120 MWh/y of renewable energy.
The Employer reserves the right to require changes to the scope of the Works by altering, adding to or deducting from the Description of works, such changes to be within the Bidding Documents for Procurement of Works.
The Employer intends to initially select a maximum of six (6) firms for Gaziantep Mechanical Biological Treatment and Biogas Production Facility - Capacity Increase (2nd Stage), Combined Heat and Power (CHP) Unit and Refuse Derived Fuel (RDF) Production Unit Project (Design and Build). It is expected that invitations for bids will be made in July 2024.
Interested eligible applicants may obtain further information from Gaziantep Metropolitan Municipality, (address below) during weekdays between 10:00 – 16:00 (local time). A complete set of the Initial Selection Documents in English may be purchased by interested applicants
(a) on the submission of a written application to the address below and
(b) upon payment of a non-refundable fee of 1.000 ₺ The method of payment will be direct deposit to IBAN account TR22 0001 5001 5800 7290 4046 01 (T.C. Vakıflar Bankası Şehitkamil Branch). The Documents will be sent by post and/or e-mail.
Applications for the initial selection, should be submitted with the firm stamp marked on the envelope and by clearly writing the full name, trade name, address of the applicant along with the works to which the bid belongs and delivered by hand, post or courier to the address below by 14:00 (local time) on 04 April 2024. Alternatively, the applications for initial selection can be submitted electronically in accordance with the procedures described in the attachment to this SPN. Late applications will be rejected.
