• The Government of Tonga has received financing from the World Bank toward the cost of the Tonga Climate Resilient Transport Project II and intends to apply part of the proceeds toward payments under the contract for Nafanua Port, "Eua Resilience Improvement Project.
• The Ministry of Infrastructure now invites sealed Bids from eligible Bidders for Nafanua Port, "Eua Resilience Improvement Project.
• Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
• Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 80% and for Bid cost: 20%.
• Interested eligible Bidders may obtain further information from the Ministry of Infrastructure, TCRTP Procurement Officer, procurement@tcrtp.to.
• The bidding document in English will be issued free of charge by email upon the submission of a written application to the address below.
• Bids must be delivered to the address below on or before 10:00am local Tonga time on September 19, 2025. Electronic bidding will be permitted. Late Bids will be rejected. The file named “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below and online at 11:00am local Tonga time on September 19, 2025. All files named “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
• All Bids must be accompanied by a Bid-Securing Declaration.
• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
