The Government of Tonga has received financing from the World Bank toward the cost of the Pacific Resilience Program (PREP) and intends to apply part of the proceeds for consulting services for the post of Senior Accountant.

The Consultant service (“the Services”) is to serve as the focal point and facilitate the relevant fiduciary requirements for multilateral finance institutions to ensure that the Government can access financing for climate and disaster resilience priorities. Provide technical advice and support to stakeholders to facilitate the development of ‘bankable projects’ that can secure financing assistance from multilateral sources. Facilitate regular monitoring and reporting in relation to the priorities financed by multilateral sources ensuring compliance with reporting requirements and greater transparency and accountability for the funds utilised.

This is a full time position and will be based at the Resilience Financing & Disaster Risk Finance Unit (RFU), Ministry of Finance. The position holder will provide regular updates to the PREP PMU under MEIDECC. He/she will provide inputs to the PREP Project Manager with regards to 6 monthly reports on Component 3 work program and provide inputs to the World Bank missions as needed by the Project Management Unit (PMU) at MEIDECC.

The Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications (MEIDECC) now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing their Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Shortlisting criteria includes the following:

• A Master’s Degree in Accounting, Finance, Commerce or relevant field with up to 1 year experience in a similar role Or
• Consideration will be given to candidates who hold a Bachelors degree in one of the above fields, with 2 years relevant work experience Or
• Relevant Diploma with 4 years in a similar role or 10 years relevant work experience
• Desirable: Having Professional training certifications or accreditations in relevant field would be an added advantage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for Investment Project Financing Borrowers” July 2016 revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Selection of Individual Consultant method set out in the Procurement Regulations.
