• The Democratic Republic of Timor-Leste has received financing from the World Bank toward the cost of the Timor Leste Water Supply Project and intends to apply part of the proceeds toward payments under the contract[1] for Construction of the Baucau Municipal Capital Water Supply & Sanitation System[2]. This contract will be jointly financed by the Infrastructure Fund of the Government of Timor-Leste. Bidding process will be governed by the World Bank’s Procurement Regulations. “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”
• The Ministry of Public Works (MPW) now invites sealed Bids from eligible Bidders for Construction of the Baucau Municipal Capital Water Supply & Sanitation System[3].The estimated construction period is 3 years.

The works on the water supply system are as follows:

• Rehabilitation and upgrading of two existing water sources (Uailewa spring and Uailia Bere karst window) including pumping systems;
• Development of two new water sources (Uailia Mata karst window and Sirimanamana springs) including pumping systems and the construction of a 13m long tunnel & two 23m depth shafts;
• Construction of twelve pumping stations:

• Construction of 36 km of raw water and treated water transmission mains (from 160mm to 315mm HDPE pipes);
• Construction of four disinfection and softening buildings;
• Construction of eight reinforced concrete ground water tanks (6150 m3 total volume);
• Construction of one reinforced concrete tower water tank (150 m3 volume);
• Construction of 104 km of distribution network (from 63mm to 315mm HDPE pipes);
• Construction of 5700 service connections;

The water supply to the city must be ensured during all the period of construction works.

The works on the sanitation system are as follows:

• Construction of four public toilets;
• Construction of a Fecal Sludge Treatment Plant (Earthworks, waterproofing system, hydraulic circuits, operation building and site development) of earthen lagoons for biological treatment with a total surface area of around 1500 m².
• Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing issued in July 2016, latest edition as of November 2020 (fourth edition)] (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

• The Bidding document in English language may be obtained free of charge by interested eligible Bidders upon the submission of a written application or through email to the address below.
• Bids must be delivered to the address below on or before 31 October 2023 at 3:00 P.M (Timor-Leste Time). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 31 October 2023 at 3:00 P.M (Timor-Leste Time)
• All Bids must be accompanied by a Bid Security in the form provided in the Section 4 (Bidding Forms) of Bidding Document with amount of USD 550,000.00
• All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
