The Government of Timor-Leste has received a loan from the World Bank (WB) for the Basic Education Strengthening and Transformation (BEST) Project. The BEST project is aligned with Timor-Leste’s Education Sector Plan (ESP) 2020-2024 medium and long-term goals of expanding access to quality basic education for all and improving the efficiency of basic education. The project will support the implementation of a subset of activities from the ESP, which is in line with the development framework for Timor-Leste as envisaged in the Government of Timor-Leste’s SDP 2011-2030.

The Project will be managed by the Project Implementation Management Unit (PIMU) under the Ministry of Education, Youth and Sports (MoEYS) as the implementing agency.

Consulting Services

The estimated time input of international key experts is 21.5 person-months, and the estimated time input of national key experts is 59.5 person-months. The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS - 80:20) method set out in the World Bank Procurement Regulations for IPF Borrowers (issued in July 2016 amended time to time).

The Ministry of Education, Youth and Sports (MoEYS) through National Procurement Commission now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

• Relevant core business and minimum 5 years active in business,
• Submission of details of past relevant projects in Detailed Engineering Design preferably for School Infrastructure/Building Projects,
• Submission of geographical experience (developing countries in particular the Asia Pacific),
• Submission of experience with multilateral development agencies.

Please select most relevant projects with each project of magnitude of USD 0.8million or more to demonstrate the firm’s experience (maximum 7 projects within last 7 years) in order to satisfy the requirements of above criteria ii, iii, and iv. Key Experts will not be evaluated at the shortlisting stage.

Implementation Period

It is expected that the consultancy assignment will be for a period of 8 months (240 days). The consultancy service is scheduled to start in 2024. The consultancy contract will be lump sum-based.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
