CONSTRUCTION WORKS FOR INTEGRATED TOURISM DEVELOPMENT, INFRASTRUCTURE AND LIVELIHOOD IMPROVEMENT IN UNGUJA, ZANZIBAR

SPECIFIC PROCUREMENT NOTICE

Request for Bids (RFB)

1.This Invitation for Bids follows the General Procurement Notice for this Project that appeared in the United Nations Development Business (UNDB) No. WB-P811333—8 of 27-08-2021.

2. The Revolutionary Government of Zanzibar has received financing from the World Bank toward the cost of the Boosting Inclusive Growth for Zanzibar Project and intends to apply part of the proceeds toward payments under the contracts for Construction Works for Integrated Tourism Development, Infrastructure and Livelihood Improvement in Unguja, Zanzibar:

Lot 1 – Chwaka: Heritage Restoration, Public Space Upgrades, New Fish Market & Water Supply Line.

Lot 2 – Makunduchi: Cultural Center Development & Road Infrastructure Improvements

3. Bidders may Bid for one or both Contracts, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one Contract will be allowed to do so, provided those discounts are included in the Letter of Bid.

4. The Ministry of Finance and Planning now invites sealed Bids from eligible Bidders for the following works:

  • Lot 1 – Chwaka: i) Provision of Urban Furniture and New Paving for Pedestrians on main road along the coast, including construction of new public square and parking facility; ii) restoration of heritage building known as Sultan’s Rest House, including landscaping of the outdoor areas and construction of an ancillary building; iii) retrofitting of heritage building known as British House, including landscaping of the outdoor areas; iv) Construction of a new Fish Market, including demolition of existing facility; v) construction of a new water supply line from Jendele to Chwaka through Kilipilipini.
  • Lot 2 – Makunduchi: i) construction of a Cultural Center in the Mwaka Kogwa festival area, including landscaping of the outdoor areas; ii) asphalting of the existing unpaved Tasani Road (approx. 1.4km) and Hospital Road (approx. 0.2km) including provision of drainage, streetlights and parking lot at the end of Tasani Road.

Time estimated for the completion of the works:

  • Lot 1: 8 months inclusive of 1 month mobilization period plus 12 months Defect Liability Period
  • Lot 2: 8 months inclusive of 1 month mobilization period plus 12 months Defect Liability Period

5. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth edition, September 2025 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.

6. Bidders should note that to qualify for award of the contract they are required to meet certain minimum qualifying criteria as provided in Section III: Evaluation and Qualification Criteria (without Prequalification Criteria) of the Bidding Document which includes:

Experience as prime contractor they should have successfully completed at least two (2) contracts of similar nature and complexity within the last ten (10) years

Must meet the aggregated requirement of two lots. i.e., Subject to compliance of the requirement for Lot 1 and Lot 2 with respect to minimum value of single contract for each lot, total number of contracts is equal or less than 4 but the total value of all such contracts is equal or more than TZS 14 billion.

Average Annual Turnover of calculated as total certified payments received for contracts in progress or completed, within the last five (5) years, divided by 5 years.

7. Interested eligible Bidders may obtain further information from the Ministry of Finance and Planning through Principal Secretary, Ministry of Finance and Planning, P.O.BOX 1154, First Floor, Sea View-Wing, Vuga Street, Zanzibar – Tanzania and inspect the Bidding document during office hours 07:30 to 15:30 local hours from Monday to Friday inclusive, except on public holidays at the address given below.

8. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of One Hundred and Fifty United State Dollar (US$150) or its equivalent in a freely convertible currency. The method of payment will be through Control Number which is obtained from Finance Department – Ministry of Finance and Planning.

9. Bidding documents are being provided in hard copies. However, only for the convenience of the bidders, in filling the various Forms and the Bills of Quantities, a soft copy in CD is also being given along with the hard copy. The bidders should note that in case of any difference in the hard and the soft copy, the one in hard copy only will prevail.

10. Bids must be delivered to the address below on or before Thursday 26th March 2026 at 11:30 am local time. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below.

11. All Bids must be accompanied by a Bid Securing Declaration. The Bid Securing Declaration shall be clearly addressed to the Principal Secretary, Ministry of Finance and Planning, P.O.BOX 1154, First Floor, Sea View-Wing, Vuga Street, Zanzibar – Tanzania.
