1. This Invitation for Bids follows the General Procurement Notice (GPN) for this Project which appeared in United Nations Development Business (UNDB) Issue No. WB-P890351-12/21 dated 14th December, 2021 and the National e-Procurement System of Tanzania (NeST) dated 29/08/2025.

2. The TANZANIA NATIONAL ROADS AGENCY has received CREDIT from the International Development Association (IDA) towards the cost of the Construction of Mzinga Bridge (60m) and 440m Approach Roads in Dar Es Salaam Region. , and it intends to apply part of the proceeds toward payments under the contracts for Construction of Mzinga bridge (60m) and 440m approach roads in Dar es Salaam Region.

3. The TANZANIA NATIONAL ROADS AGENCY now invites sealed Bids from eligible Bidders for Construction of Mzinga bridge (60m) and 440m approach roads in Dar es Salaam Region located at Dar es salaam - Lindi Road at a section connecting Temeke Municipality to Mkuranga District and ends up at Kongowe - Mjimwema junction. The road traverses through two wards which are Mbagala Rangi Tatu and
Kongowe for construction period of 456 days. Qualifications Information is shown in the section of Qualifications and Evaluation Criteria.

4. Bidding will be conducted through the National Competitive Tendering as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” fourth edition, November 2020 as well as the Public Procurement Act, CAP 410, and is open to all Bidders as defined in the Procurement Regulations.

5. Interested eligible Bidders may obtain further information from TANZANIA NATIONAL ROADS AGENCY, Issa Ally Kiangio, 2nd Floor,10 Shaaban Robert Road/Garden Avenue Junction, P.O. 6. A complete set of bidding document(s) in English may be accessed through NeST freely.

7. Bidders are required to register through NeST and pay the bid participation fees indicated in the NeST (https://nest.go.tz/nest-tenderer/wallet/tender-charges) to be able to participate in this Bidding process. NeST payment user guide is made available in the NeST dashboard.

8. Bids must be submitted electronically through NeST on or before 2:00 PM hours local time on 16/12/2025. Bid(s) will be opened promptly thereafter through NeST. Bid opening details will be available to the through NeST.

9. All bids must be accompanied by a Bid Securing Declaration in the format provided in the Bidding Documents.

10. Bids not received or opened through NeST shall not be accepted for evaluation irrespective of the circumstances.
