Project Background.
The Revolutionary Government of Zanzibar (RGoZ) is implementing the Zanzibar Energy Sector Transformation and Access project (ZESTA) with the financial support from the World Bank (WB). The
implementation of ZESTA project required acquisition of new land for the development of some key electrical power infrastructures in Unguja island including 132kV Transmission Line (TL) of
about 100km, two 132/33kV substations, one switching stations, 18MW solar PV plant, Battery Energy Storage System (BESS) and the SCADA/EMS/OMS facility. The acquisition of new land resulted
into physical and economic displacement of some Project Affected Persons (PAPs). In order to ensure adequate management of land in compliance with the Zanzibar legislative requirements and
applicable World Banks Environmental and Social Standards (ESSs), particularly ESS 5 on Land Acquisition, Restrictions on Land Use and Involuntary Resettlement, ZECO is seeking the services of
a consulting firm or Non-Governmental Organization (NGO) to facilitate the development and implementation of the Livelihood Restoration Plan (LRP).
The required qualification.
The firm or Non-Governmental Organization shall have the following qualifications;
Legal & Institutional Standing
Must legally be registered/incorporated in (or acceptable for) the project country, with valid tax registration, business licences, and good standing with regulatory authorities.
Must demonstrate at least 5 years of continuous operation in consultancy or development services.
The organizational capacity (includes management structure, quality assurance system, and administrative/logistical support) to take on a multi-year livelihood restoration assignment.
Core Business & Relevant Experience
Core business must include resettlement/social safeguards, livelihood restoration, rural development, socio-economic assessments, community development, agribusiness / value-chain
development, or equivalent.
Must have successfully executed at least two (2) similar assignments or more in the last 5 years in developing country contexts, involving livelihood restoration development or livelihood
support for Project Affected Persons (PAPs) or vulnerable communities.
Specific familiarity with resettlement and livelihood restoration in relation to large infrastructure or extractive/energy projects (including regulatory/social standards such as
International Finance Corporation (IFC) Performance Standard 5, World Bank ESS5, national resettlement frameworks) is an added advantage.
Demonstrated experience in community-based rural livelihoods programmes with vulnerable groups (women, youth, persons with disabilities), including training, capacity building, market
linkages, value chains and follow-up/monitoring of livelihood outcomes.
Technical & Managerial Capacity
Must demonstrate the capacity to manage the assignment: project management systems, monitoring and evaluation (M&E) frameworks, budget and financial controls, quality assurance, risk
management, social and environmental safeguards.
Evidence of a structured team with relevant experts (e.g., livelihood restoration specialists, agribusiness/market development specialists, social safeguards/ resettlement specialists,
gender/social inclusion specialists, M&E specialists).
Working knowledge of the local context (culture, language, customs) is highly desirable; capacity to work in field conditions in rural/remote settings.
Proven ability in stakeholder engagement, facilitation with communities, local authorities, comprehension of gender and vulnerability issues, ability to design livelihood interventions
linked to markets, institutions and sustainable outcomes.
Demonstrated knowledge of the national safeguard’s regulatory frameworks and International Standards such as the Environmental and Social Standards of the World Bank Group.
Relevant Past Projects / Track Record
Provide a list of at least two (2) relevant past assignments (with date, month and year, location, value, client, brief description) that demonstrate the firm’s experience in livelihood
restoration/ rural development in the region.
Evidence of measurable outcomes from past assignments (e.g. number of beneficiaries, restored incomes, number of enterprises supported, market linkages achieved).
Standards, Policies and Compliance
Must commit to abide with anti-corruption, anti-bribery, human rights, labour standards, environmental and social safeguard policies.
Must demonstrate a QHSE (Quality, Health, Safety and Environmental) management system or equivalent, particularly if working in contexts requiring compliance with national and international
standards.
Must show familiarity and compliance with such frameworks (e.g., IFC Performance Standards, World Bank ESS, EBRD standards).

Consultant Selection
A Consultant will be selected in accordance with the Quality and Cost Based Selection Method set out in the Procurement Regulations.
