REQUEST FOR EXPRESSIONS OF INTEREST

for

DIAGNOSTIC STUDY ON ENERGY EFFICIENCY IMPROVEMENTS IN WATER PUMPING AND DISTRIBUTION SYSTEMS UNDER THE MINISTRY OF WATER ENERGY AND MINERAL - ZANZIBAR

Assignment Title: Consultancy Services for Diagnostic Study on Energy Efficiency Improvements in Water Pumping and Distribution Systems under the Ministry of Water Energy and Minerals – Zanzibar.

The Revolutionary Government of Zanzibar (RGoZ), through the United Republic of Tanzania, has received financing from the World Bank toward the cost of the Zanzibar Energy Sector Transformation and Access Project (ZESTA), and intends to apply part of the proceeds for consulting services.

Objective of the Assignment

The main objective of the assignment is to carry out a comprehensive diagnostic assessment of energy use in public operating boreholes for water pumping and distribution systems, identify losses and inefficiencies, and propose technically, and financially viable energy efficiency improvement measures. The study should also recommend a roadmap for implementation, including required investments for rectification for short, medium and long investment in energy efficiency technologies and operational strategies.

Scope of Work

The scope of work for the consulting firm shall include but not be limited to:

Baseline Assessment requirements

  • Review existing water supply and pumping infrastructure including pump types, capacities, age, technology usage, maintenance records, and operational schedules.
  • Map energy consumption patterns by time of day (electricity/fuel) across different facilities.
  • Assess the current electricity billing structure, tariff rates, and energy costs.
  • Evaluate system performance, water losses, and pumping efficiency.
  • Assess the current electricity availability by time of day(See attached annex 1)
  • Assess current water pumping capacity and availability versus current demand

Energy Audit and Technical Diagnosis

  • Conduct detailed energy audits for major pumping stations and water distribution facilities.
  • Analyse pump curves, efficiency data, and match pump capacity with system demand.
  • Use appropriate energy or power measuring equipment power consumption, flow rates, and pressure levels.
  • Identify opportunities for renewable energy solutions for lower cost and more reliable supply of electricity and water

Identification of Efficiency Improvement Measures

  • Identify technical interventions (e.g., VFDs, pump resizing, leak detection, automation) and non-technical strategies (e.g., load shifting, operational changes).
  • Estimate potential energy savings and greenhouse gas (GHG) emission reductions in Water system.
  • Conduct cost-benefit analysis and payback period estimation for each proposed measure.

Implementation Roadmap

  • Propose short-term and long-term measures, prioritizing low-hanging fruits.
  • Develop an investment plan and implementation strategy.
  • Recommend monitoring and verification (M&V) protocols for tracking efficiency gains.

The Ministry of Water, Energy and Minerals now invites eligible consulting firm to indicate their interest in providing the above services. Interested consulting firm should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The consulting firm (or consortium of firms) should have at least the following qualifications and experience:

The consulting firm is required to have the following experience:

a) Core Business and year in Business

  • At least Ten (10) years’ experience in consulting work of which five (5) years must be in similar assignments.

b) Relevant similar experience, which should specifically include the following:

  • Must have successfully carried out at least one (1) assignment of a similar nature and scope for the energy sector in developing countries.
  • Provide information on previous assignments which should include the name of the assignment, name and full contact address of the client, tasks performed by the consultant under the assignment, assignment value (in US dollars), and period (dates) of execution of the assignment.
  • Proven experience in Sub-Saharan African countries, which will be considered a significant advantage due to familiarity with regional contexts and challenges.

c) Technical and Managerial capability of the firm in the areas of technical assistance for the preparation of the awareness raising strategy and action plan. (Provide the structure of the organization, qualifications, and number of key staff for the assignment and their CVs).

The attention of interested consulting firm is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020, setting forth the World Bank’s policy on conflict of interest. Firms intending to submit expression of interest should not have conflict of interest and unfair competitive advantage as per Bank"s Procurement Regulations.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. For firms participating in JV, each member of JV should independently meet the requirement of EoI criteria. For firm participating as association of lead and subconsultant, only the experience and qualification of lead firm will be assessed as per EoI criteria
