SPECIFIC PROCUREMENT NOTICE

• This Invitation for Bids follows the General Procurement Notice for this Project that appeared in the United Nations Development Business (UNDB) No. WB-P811333—8 of 27-08-2021.
• The Revolutionary Government of Zanzibar has received financing from the World Bank toward the cost of the Boosting Inclusive Growth for Zanzibar: Integrated Development Project (BIG-Z) and intends to apply part of the proceeds toward payments under the contracts for Construction of Solid Waste Collection Points in Zanzibar.
• Bidders may Bid for one or both Contracts, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one Contract will be allowed to do so, provided those discounts are included in the Letter of Bid
• The Presidents’ Office Finance and Planning now invites sealed Bids from eligible Bidders for Construction of Solid Waste Collection Points:
• Lot 1: 73 Collection Points in Unguja.
• Lot 2: 38 Collection points in Pemba.

Collection points consist of covered structures of different sizes for the temporary storage of solid waste before collection. Main features include reinforced concrete slab, perimeter walls, roof, spoon drain with associated soakaway pit and solar pole for streetlight.

Time estimated for the completion of the works:

• Lot 1: 9 months plus 12 months Defect Liability Period
• Lot 2: 6 months plus 12 months Defect Liability Period

5. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth edition, February 2025 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.

6. Bidders should note that to qualify for award of the contract they are required to meet certain minimum qualifying criteria as provided in Section III: Evaluation and Qualification Criteria (without Prequalification Criteria) of the Bidding Document which includes:

(i)Experience as prime contractor: they should have successfully completed at least two (2) contracts of similar nature and complexity within the last ten (10) years, each of a minimum built surface of Lot 1- 6,600 m2; Lot 2- 3,400 m2.

(ii) Minimum average annual construction turnover of Lot 1- TZS 4,600,000,000; Lot 2 -TZS 2,300,000,000; calculated as total certified payments received for contracts in progress and/or completed within the last 5 years.

(iii) Minimum amount of liquid assets, unencumbered real assets, lines of credit, and other financial means for Lot 1- TZS 940,000,000; Lot 2 -TZS 470,000,000

(iv) Further details and complete qualification requirements are provided in the Bidding Documents.

7. Interested eligible Bidders may obtain further information from the President Office, Finance and Planning through Principal Secretary, President’s Office Finance and Planning, P.O.BOX 1154, First Floor, Sea View-Wing, Vuga Street, Zanzibar – Tanzania and inspect the Bidding document during office hours 07:30 to 15:30 local hours from Monday to Friday inclusive, except on public holidays at the address given below.

8. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of One Hundred and Fifty United State Dollar (US$150) or its equivalent in a freely convertible currency. The method of payment will be direct deposit or telegraphic transfer to the following bank Account:

9. Bidding documents are being provided in hard copies. However, only for the convenience of the bidders, in filling the various Forms and the Bills of Quantities, a soft copy in CD is also being given along with the hard copy. The bidders should note that in case of any difference in the hard and the soft copy, the one in hard copy only will prevail.

10. Bids must be delivered to the address below on or before Tuesday 23rd September 2025 at 10:30 am local time. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below.

11. All Bids must be accompanied by a Bid Security of: Lot 1- 140,000,000 TZS; Lot 2- 70,000,000 TZS. or its equivalent in any freely convertible currency. The Bid Security shall be clearly addressed to the Principal Secretary, President’s Office, Finance and Planning, P.O.BOX 1154, First Floor, Sea View-Wing, Vuga Street, Zanzibar – Tanzania. The Bid Security shall be valid for twenty-eight (28) days beyond the bid validity period, i.e. 148 days after the bid’s submission deadline.
