GENERAL PROCUREMENT NOTICE (GPN)

The Government of the United Republic of Tanzania has received financing in the amount of approximately US$ 100.0 million from the World Bank toward the cost of the Project for Advancing Gender Equality in Tanzania (PAMOJA).

The project will be implemented across Mainland Tanzania and Zanzibar over a five-year period (2023/24 – 2027/28). It supports the Government’s broad vision of promoting gender equality, eradicating gender-based violence (GBV), and enhancing women"s economic opportunities.

The Government intends to apply part of the proceeds toward eligible payments for Goods, Works, Non-Consulting Services, and Consulting Services to be procured under the project

The development objective of the PAMOJA Project is to increase access to (i) economic opportunities for women and (ii) gender-based violence (GBV) prevention and response services in targeted areas across Mainland Tanzania and Zanzibar.

The project will be jointly implemented by the following Procuring Entities:

  • Ministry of Community Development, Gender, Women and Special Groups (MoCDGWSG) – Mainland
  • Ministry of Community Development, Gender, Elderly and Children (MoCDGEC) – Zanzibar
  • President’s Office - Regional Administration and Local Government (PO-RALG) – Mainland

PROCURABLE OPPORTUNITIES BY ENTITY

A. MoCDGWSG and PO-RALG – Mainland

1. Goods:

  • Procurement of ICT equipment (e.g., computers, photocopiers, printers)
  • Procurement of 10 motor vehicles
  • Procurement of 80 motorcycles
  • Procurement of office furniture for PIT, Safe Houses, and ECD centers
  • Procurement of stationeries, office consumables, and intercom/ICT facilities

2. Works:

  • Construction and rehabilitation of 184 community-based day care centers
  • Construction of Safe Houses for GBV survivor services in 10 selected regions
  • Construction/renovation of Social Welfare Offices in 40 councils
  • Construction/renovation of Community Development Officers’ (CDO) offices

3. Consulting Services:

  • Climate-sensitive market assessment and value chain analysis; preparation of investment menus
  • Development of a Digital Savings Application
  • Engagement of Business Development Service (BDS) Providers for training, capacity building, mentoring, and TOT
  • Development of a digital quality assurance system for monitoring CDCC standards
  • Development of a digital application for market linkages
  • Engagement of GBV and social norms service providers for curriculum adaptation, implementation, and monitoring
  • Development and operationalization of an Environmental and Social Management System (ESMS)
  • Baseline survey on GBV and Women Economic Empowerment
  • Development of a customized M&E framework for PAMOJA
  • Recruitment of Procurement Specialist
  • Recruitment of Women’s Access to Finance Specialist
  • Establishment of a scoring mechanism for CMGs and individual borrowers’ performance

4. Non-Consulting Services:

  • Media sensitization campaigns, awareness creation, communication, and advertisement services
  • Air travel ticketing, catering, and event support services

B. MoCDGEC – Zanzibar

1. Goods:

  • Procurement of 4 motor vehicles and 8 motorcycles
  • Procurement and supply of SOPHOS and accounting software; security and updates
  • Procurement and supply of office furniture
  • Procurement and supply of computers, printers, and accessories
  • Procurement and supply of stationeries
  • Procurement and supply of communication equipment

2. Works:

  • Construction of a Psychosocial Support Building in Unguja
  • Construction of 2 Safe Houses (Unguja and Pemba)

3. Consulting Services:

  • Mapping of WEGs, market and value chain assessment, training needs assessment, and training manual development
  • Formative research on social norms and negative behaviors related to gender equality and GBV; adaptation of the Bandebereho model for Zanzibar
  • Development of CDCC guidelines and learning packages
  • Environmental and Social Impact Assessment (ESIA) in Unguja and Pemba
  • Design and supervision of construction works
  • Recruitment of Procurement Specialist
  • Development and operationalization of MIS Security System
  • Development of a communication strategy

4. Non-Consulting Services:

  • Provision and management of vehicle operation, maintenance, and service costs

PROCUREMENT METHOD

Procurement of contracts financed by the World Bank will be conducted in accordance with the procedures specified in the World Bank Procurement Regulations for IPF Borrowers, Sixth Edition (March 2025)’, and is open to all eligible bidders as defined in the Regulations.
