Eligibility of Bidders: a) The Tenderer shall demonstrate that it has access to financial means sufficient to meet the construction cash flow requirement of EUR 1.0 million.
b) The Tenderer shall demonstrate that it has a minimum average annual construction turnover of EUR 8.0 million per year.
c) The Tenderer shall demonstrate that it has experience under construction contracts for at least the last 10 years starting 1st January 2014.
d) At least five (5) reference contracts, demonstrating experience of similar building construction that have been satisfactorily completed within 10 years of the date for submission of Tender, where the Tenderer was the contractor or a member of a JV which was the contractor, and where the Tenderer’s participation exceeds EUR 7.0 million.
e) Two (2) successfully completed reference within 10 years of the date for submission of Tender for each of the following key activities: excavation works at minimum rate of 6,000 m3/month, construction of raft foundation and concrete works at minimum rate of concreting of 600 m3/month.
f) At least five (5) reference contracts that have been satisfactorily completed within 5 years of the date for submission of Tender for the specialized subcontractor for supply, installation, testing and commissioning of the service elevator.
g) Experience in Health and Safety, Labour practices and environmental management.

Invitation for Bids

Project Name: CTZ 1059 01 W Morogoro Water and Sanitation Project
IFB No: AE/038/2024-2025/W/AFD/01
1. The Morogoro Urban Water Supply and Sanitation Authority (MORUWASA) through the Government of the United Republic of Tanzania has received funds from Agence Française de Développement ("AFD") towards the cost of Morogoro Water and Sanitation Project. It is intended that part of the proceeds of these funds will be applied to eligible payments under the contract for the Construction of fully furnished new MORUWASA Office Building (MORUWASA HOUSE).
2. The Morogoro Urban Water Supply and Sanitation Authority (MORUWASA) now invites sealed Bids from eligible Bidders for the construction and completion of new MORUWASA Office Building ("the Works").
3. Interested eligible Bidders may obtain further information from and inspect the Bidding Documents at the office of Secretary of Tender Board, Morogoro Urban Water Supply and Sanitation Authority (MORUWASA), 30 Barabara ya Mazimbu – 67105 Uwanja wa Taifa, P.O. Box 5476, Morogoro, Tanzania

4. A complete set of Bidding Documents may be purchased by interested Bidders on the submission of a written application to the above and upon payment of a non-refundable fee of TZS 300,000 or EURO 100. The method of payment will be a direct payment to the National Microfinace Bank (NMB), Morogoro wami branch with the following Account Numbers: 22110084800 for Euro Currency and 22110084789 for TZS. Account name is MOROGORO WATER AUTHORITY
5. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of AFD"s Standard Bidding Documents: Procurement of Works.
6. Bids must be delivered to the above office on or before 10:00 local time on 04th March 2025 and must be accompanied by a Bid security of € 80,000.00 (Eighty thousand Euros) or TZS 200,000,000 (Tanzania Shillings. Two Hundred Million Only).
7. Bids will be opened in the presence of Bidders’ representatives who choose to attend at 10:00 local time on 04th March 2025 at the offices of Secretary of Tender Board, Morogoro Urban Water Supply and Sanitation Authority (MORUWASA), 30 Barabara ya Mazimbu – 67105 Uwanja wa Taifa, P.O. Box 5476, Morogoro, Tanzania.

8. The qualification criteria are detailed at Section III - Evaluation and Qualification Criteria of the Tender documents. The following paragraph is a short summary of the main qualification criteria; for details and specific instruction, please refer to the Tender documents.
