The Revolutionary Government of Zanzibar (RGoZ), via the United Republic of Tanzania (the “Borrower”) has received financing from the World Bank toward the cost of the Zanzibar Energy Sector Transformation and Access Project (ZESTA) and intends to apply part of the proceeds toward payments under the Contract for Design, Supply, Installation, Testing, Commissioning and Initial Operation of the Solar PV Plant at Makunduchi, Zanzibar.

Zanzibar Electricity Corporation (ZECO), the Implementing Agency, now invites sealed Bids from eligible Bidders for Design, Supply, Installation, Testing, Commissioning and Initial Operation of the Solar PV Plant, which includes the following:

Design, Supply, Installation, Testing, Commissioning and Initial Operation of the Solar PV Plant – design, supply, installation/construction, testing and commissioning and initial operation of the proposed Greenfield solar PV power generation plant. The initial operation and maintenance of the photovoltaic (PV) plant for a period of 3 years, ensuring smooth performance and addressing any operational challenges will be responsibility of EPC contractor. As PV technology is new in Zanzibar, the contractor is also required to provide comprehensive training to ZECO personnel, equipping them with the necessary skills to operate, maintain, and manage the plant independently after the handover of the initial operation of 3 years. This includes both theoretical and practical training on system operation, troubleshooting, and routine maintenance, ensuring a successful long-term transition. The plant rating will be minimum 18 MWp and will be constructed in Makunduchi, at one site already identified and owned by RGoZ (Revolutionary Government of Zanzibar) for RE (Renewable Energy) development. The project will also be supported with the associated works, including, but not limited to arrangement of short interconnection line/cable to connect the solar plant to the grid. The identified site already has good road access, and the interconnection point (substation) will be constructed in proximity to the site under the project.

The expected duration of the Contract is 12 months, plus 36-months O&M (Operation and Maintenance support) Period.

Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) for single stage, Two Envelope, with Rated Criteria, Bidding process, as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition, September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

Interested eligible Bidders may obtain further information from ZECO, the Project Implementation Unit (PIU) though e-mail: zesta.procs@zeco.co.tz Attention: Olais Lucas Laizer Procurement Specialist and inspect the bidding document during 08:00 hours to 16:00 hours (East Africa Time) from Monday to Friday, except on public holidays, at the address given below:

Please note that the Pre-bid meeting and site visit will be held on 13th January 2025; from 9:30am (EAT) and it is a mandatory requirement for participating in the bidding process. No bidder shall be allowed to submit their bids without site visit participation certificate.

The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 250.00 or Tanzanian Shillings 600,000.00.

The bidding document will be shared through email after proving that payment has been made for the purchase of the bidding document. Proof of payment should be enclosed on the first page of the bid submission envelope.

Bids must be delivered to the address below or before 10:00 am EAT on 31st January 2025. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 10:00 am EAT on 31st January 2025. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in the safe custody of the Employer until the second public Bid opening.

All Bids must be accompanied by “Unconditional Bid Security” (issued by a reputable Commercial bank) in the amount of USD 250,000.00.

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
