PRESIDENT’S OFFICE REGIONAL ADMINISTRATION AND LOCAL GOVERNMENT TANZANIA CITIES TRANSFORMING INFRASTRUCTURE AND COMPETITIVENESS (TACTIC) PROJECT IDA CREDIT NO. 7151-TZ TENDER NO. 56/2023-2024/C/21 FOR THE PROVISION OF CONSULTANCY SERVICES FOR THE PREPARATION OF A GENERAL PLANNING SCHEME FOR KAHAMA MUNICIPALITY UNDER THE TACTIC PROJECT REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) 1. This request for expressions of interest follows the General Procurement Notice for the Tanzania Cities Transforming Infrastructure and Competitiveness (TACTIC) Project that appeared in the United Nations Development Business (UNDB) online Notice No. OP002155544 of February 21, 2023. 2. The Government of the United Republic of Tanzania has received a credit from the International Development Association (IDA) towards the cost of Tanzania Cities Transforming Infrastructure and Competitiveness (TACTIC) Project, coordinated by the President’s Office, Regional Administration and Local Government (PO-RALG) through a Project Coordination Team (PCT) under the Tanzania Rural and Urban Roads Agency (TARURA). It is intended that part of the proceeds of the credit will be used to cover eligible payments under the contract for the Provision of Consultancy Services for the Preparation of a General Planning Scheme for Kahama Municipality under the TACTIC Project. 3. The overall objective of this assignment is to prepare a General Planning Scheme - GPS (Master Plan) for Kahama Municipality which will guide and enhance sustainable growth and development for twenty years (2025 – 2045). 4. The specific objectives of this assignment include: (a) reviewing and analyzing ongoing development plans and projects in Kahama Municipality and catchment areas with the viewg of synchronizing them to achieve synergy; (b) producing a detailed situation analysis showing social and utility services, existing Infrastructures, flood-prone areas, natural stormwater drainages and mining activities; (c) carrying out a Strategic Environmental Assessment (SEA) to identify potential positive and negative impacts of the Master Plan proposals and recommend mitigation measures; and (d) producing the overall Master Plan Report containing proposal and recommendations for Kahama Municipality’s sustainable growth and development with technical supplements on integrated land use plan, development control strategy, redevelopment plan, greenery, public utilities and implementation plan. 5. The consulting firm will be responsible for, but not be limited to the following tasks: (i) analyzing existing situations and historic conditions; (ii) obtaining broad stakeholder input and community buy-in at all levels through a participatory planning method to agree on a shared vision; organize and facilitate stakeholder engagements; (iii) developing a realistic integrated land use plan that offers an appropriate balance of commercial, industrial, institutional, infrastructural, residential and other land uses; (iv) developing options and alternatives of appropriate density and typologies of various land use development considering the overall vision of city development, population projections and other contextual factors; (v) drafting a manual for urban planning and design standards, to guide the practical application of regulations and guidelines in local and special area plans, future infrastructure design, settlements, and urban development; (vi) providing a platform to coordinate the currently independent plans and projects of utilities, road agencies, public and private developers, and the council; (vii) planning land uses and capital investments to attract economic development that will bring more jobs and tax revenue to the Municipal Council; (viii) addressing the challenge of informality by setting forth strategies for upgrading, regularizing, or pursuing land adjustment in currently informal communities; (ix) identifying climate change impacts and natural disaster risks and zones and propose corresponding strategies/measures to address these challenges through the plans; (x) recommending reasonable development standards and other policies that will encourage formalization and prevent future informal development; (xi) setting forth policies and physical spaces that will encourage the formalization of currently informal economic activities; (xii) proposing solutions to identified challenges and recommendations regarding identified opportunities, taking into account the local context and the experiences of other Tanzanian and African cities; (xiii) considering and recommending relevant strategies or measures to address issues such as but not limited to green cities, urban agriculture, environment, climate change and natural disasters, energy efficiency, compact development limiting urban sprawl, provision of various infrastructure and public services/amenities, public transport and mobility/access, and transit-oriented development; (xiv) recommending financially and otherwise feasible capital investment and other projects, and advise on alternatives to conventional but failed models of mass land acquisition for centralized planning; (xv) making informed recommendations on institutional arrangements and enforcement mechanisms that can facilitate Plan implementation for the Kahama MC; (xvi) arraying the Master Plan with the Council Strategic Plan, Regional Development Plan and National Development Plans; and (xvii) enhancing capacity building and community involvement in planning. 6. The Permanent Secretary, PO-RALG, now invites eligible consulting firms to indicate their interest in providing the above services. Interested consultants must provide information indicating that they are qualified to perform the services. The interested consultant should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The short-listing criteria are: (a) Type of core business and at least 10 years in relevant business; (b) Relevant similar experience, which should specifically include the following: (i) Experience in similar assignments - information to be provided should include the name of the assignments, the names and full contact addresses of the clients, the contract value (in equivalent US dollars), the period (month/year) of execution of the assignments, and the role played in the assignments (Lead or JV partner); (ii) Demonstration of experience working in similar conditions; and (c) The firm"s technical and managerial capability (provide only the organizational structure, and the general qualifications, field of expertise and number of key personnel). Do not provide the CVs of the staff. Experts will not be evaluated at the shortlisting stage. Consultants may associate with other firms to enhance their qualifications, but they should indicate clearly whether the association is in the form of a Joint Venture (JV) and/or a Sub-Consultant. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of the JV shall independently meet the requirements of the evaluation criteria. The experience, technical, & managerial capability of the sub-consultant/associate shall not be evaluated to enhance the qualification of the Lead Firm or JV. Consultants shall not use the Affiliate Member"s Managerial, Technical or Experience Capabilities to enhance their qualifications. 8. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition, November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 9. A consulting firm will be selected in accordance with the Quality and Cost Based selection (QCBS) method set out in the Procurement Regulations. 10. Expression of Interest marked: “EXPRESSION OF INTEREST FOR THE PROVISION OF CONSULTANCY SERVICES FOR THE PREPARATION OF A GENERAL PLANNING SCHEME FOR KAHAMA MUNICIPALITY UNDER THE TACTIC PROJECT” should be delivered in a written form to the Secretary, Ministerial Tender Board, President’s Office, Regional Administration and Local Government (PO-RALG), CDA Road, Sokoine House, Wing A, Second Floor, Office of the Procurement Management Unit (PMU), Room No. 133, P.O.
