GENERAL PROCUREMENT NOTICE

Overview

The Government of the United Republic of Tanzania has received financing in the amount of US$ 385 million equivalent from the World Bank towards the cost of the Dar es Salaam Metropolitan Development Project - Phase 2 (DMDP 2), and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.

DMDP 2 will target 5 Dar es Salaam Local Authorities (DLAs) currently forming the metropolitan city of Dar es Salaam; that is, the four Municipal Councils of Kinondoni, Temeke, Ubungo, and Kigamboni, and the Dar es Salaam City Council (DCC).

The Dar es Salaam Metropolitan Development Project – Phase 1 (DMDP 1) was approved in 2015 as part of a Series Projects (SOP) to address Dar es Salaam’s complex urban issues, major infrastructure deficits and incremental policy reform to support improved metropolitan management. It concentrated on addressing urgent issues including traffic congestion, flooding, and upgrading informal settlements, through low regret investments, while also equipping municipalities with climate-informed tools and building capacity for service delivery, urban planning, and municipal finance.

DMDP 2 builds on the lessons and gains of DMDP 1 and Dar es Salaam over the last 10 years. It will adopt a strategic approach to address the urban infrastructure needs of the city, while adapting investments to address the challenges of climate change and urbanization. The project will rehabilitate roads to improve quality of life for residents through better access to public transport and services and reduced congestion, while reducing the energy intensity of the transport sector; it will finance green infrastructure enhancements to reduce the impact of heat and flooding on infrastructure and people. Reducing flooding is a priority in the city and the project will invest in drainage, scaling up green infrastructure innovations tested under DMDP 1.

The project will apply the experiences of urban upgrading and planning in Dar es Salaam to support area-based regeneration of commercial, market and transport centers in the city. DMDP 1 identified the need but did not pursue major solid waste investments due to the necessity of first having consensus and government support for an institutional approach to the regional management of waste. The government is now committed to investing in an integrated solution for solid waste management services, and a metropolitan institutional organization to manage this system, which will be supported through the project. The project will support creating organized systems of service delivery in DLAs for sectors in which regional/spatial management approaches are needed. It will continue to build capacity and foster cooperation among Dar es Salaam’s urban institutions, such as solid waste management, city-wide flooding, and urban planning, whilst being flexible enough to accommodate a possible transition to a metropolitan form of governance during the project’s timeline.

The project development objective is to improve urban services and institutional capacity, and strengthen climate resilient development in the Dar es Salaam Region.

Project components and potential procurement opportunities

Component 1: Climate-Smart Priority Infrastructure - This Component will finance priority infrastructure identified by the DLAs to address flooding, congestion, and constraints on quality of life and livelihoods. Proposed investments are screened for: i) site suitability; ii) flood risk using the climate model; iii) synergy with DMDP 1 sub-projects; and iv) alignment with strategic plans and investments (i.e., BRT, the Dar es Salaam Master Plan, and the Drainage and Sanitation Development Plan (DSDP)). The designs will incorporate information and tools to reduce GHG emissions and to consider the climate risks affecting the infrastructure itself and Dar es Salaam’s growth more broadly.

Sub-Component 1.1: Resilient Transport Infrastructure - Improving the connectivity of communities with basic services service and infrastructure, through inter alia: (a) upgrading, rehabilitating and/or constructing: (i) roads (prioritizing those accommodating non-motorized transport); (ii) standalone pathways supporting non-motorized transport; (iii) bridges and footbridges; (iv) roadside greening, green and gray roadside drainage system, and erosion control infrastructure; (v) solar street-lighting; and (vi) bus stands, bus stops and road service infrastructure; and (b) providing maintenance supplies and equipment.

Sub-Component 1.2: Resilient and Green Drainage Systems - Expanding the capacity of the urban drainage network and building resilience to annual flooding using a combination grey and green drainage systems, including, inter alia: (a) constructing stand-alone drains; (b) developing area-based drainage systems; (c) implementation of sustainable urban drainage features such as soak-aways, sediment traps, tree-planting, green roofs, swales, berms, filter drains, rain gardens, rip-raps, and other erosion control structures; and (d) providing maintenance supplies and equipment.

Sub-Component 1.3: Resilient Parks, Public Spaces, Riparian and Coastal Landscapes - Developing parks and public spaces, and protecting and enhancing riparian and coastal areas, including rivers, flood plains wetlands and beachfronts through, inter alia: (a) designing and constructing landscaped areas with trees, greening, recreational features, restrooms/utilities, cycling and walking pathways, small service roads and a sustainable urban drainage systems; (b) carrying out protection works and landscaping of riparian areas and beachfronts; (c) developing climate risk-informed urban plans, cadaster and land demarcation, as well as implementing development controls for the protection of floods plains, riparian areas, parks and green open spaces; and (d) providing maintenance supplies and equipment.

Sub-Component 1.4: Area-Based Urban Development - Planning and designing, as well as providing/upgrading infrastructure solutions in business districts, other economically important areas, and transport nodes, including, inter alia: (a) public markets; (b) bus stops & stands; (c) public spaces including roads, sidewalks, bike paths, and pedestrian ramps, trees planting and landscaping, solar street lighting, public toilets, street furniture and signage, and areas for vendors and concessions; (d) one-stop shops for entrepreneurship services for females and marginalized vendors; (e) planning studies, detailed planning schemes, and designs, cadaster and demarcation systems; and (f) low carbon urban designs and compliance control/monitoring mechanism for improving the energy efficiency of Project-funded buildings.

• Procurement of various Goods/Equipment to Support Operations and Maintenance of Infrastructure and Facilities constructed under the Project

Component 2: Integrated Solid Waste Management Infrastructure and Services - This component will establish an integrated solid waste management system for Dar es Salaam, providing infrastructure and institutional strengthening to allow for safe handling, transport and disposal of waste, as well as sorting and processing of recyclables, composting and resource recovery, with the aim of reducing reliance on landfills and GHG emissions. It will finance the following areas of the Project:

Waste Disposal: (a) Constructing solid waste landfills and related ancillary works; (b) closing dumpsites; (c) designing and implementing a livelihoods restoration program for informal waste pickers operating on dumpsites; and (d) closing and sanitizing waste accumulations points.

Waste Transfer and Transport: Constructing solid waste transfer stations and ancillary infrastructure and providing equipment for solid waste transfer and transport.

Waste Recycling and Organic Waste Management: Constructing: (a) centralized organic waste sorting, processing, recyclable sorting, and processing facilities; and (b) community-based and household-level facilities and programs for recyclable sorting and processing of organic wastes.

Establishment of Inter-Municipal Solid Waste Management Institution: (a) Establishing and strengthening the institutional capacity of an inter-municipal solid waste management institution (“SWMI”) to manage the shared solid waste infrastructure on behalf of the Dar-es-Salaam Local Authorities (“DLAs”) and to be responsible for: (i) providing waste management shared services in Dar-es-Salaam Region (i.e. solid waste disposal, transfer, transport, centralized recycling and composting, and disposal) through outsourcing to private sector contractors; (ii) coordinating solid waste management planning; (iii) setting up standards and establishing tariffs for solid waste services; and (b) providing SWMI with equipment and facilities to operationalize it.

Under this component the following are some of the procurement opportunities:

• Consultancy Services for Feasibility Studies and Preparation of Designs, Cost Estimates and Environmental & Social Safeguard Documents for Solid Waste Management Infrastructure that include facilities for Waste Disposal, Waste Transfer and Transport, Waste Recycling and Organic Waste Management

Component 3: Strengthening Urban Institutions - This component will support improved urban services, municipal finances, urban planning and emergency planning and response. It will finance the following areas of the Project:

Capacity Building for Resilient Urban Services: Strengthening the institutional capacity of the DLAs and supporting agencies, to deliver key urban services including, inter alia: (a) strengthening strategic planning, developing guidelines and policies therefor, carrying out institutional reorganizations and developing the capacity of human resources; (b) digitizing and providing IT systems; (c) modernizing and strengthening professional service delivery; and (d) developing and implementing regulatory and by-law changes therefor.

Implementation of Own Source Revenue Management Systems: Improving billing and collection performance by strengthening of IT systems including, inter alia: (a) providing equipment, IT technical assistance and training to DLAs and their staff to improve their management of billing and collection systems; (b) collecting service-users and taxpayers information; (c) enhancing monitoring and evaluation tools; and (d) implementing public awareness campaigns on the importance of tax payment compliance.

Capacity Building for Resilient Urban Planning: (a) Carrying out urban and spatial planning studies for development controls, including corridor development strategies for additional bus rapid transport lines, green-spaces and riparian areas; and (b) providing institutional support for the institutional planning and coordination functions under Dar-es-Salaam City Master Plan.

Capacity Building for Emergency Planning and Response: Providing technical assistance to the DLAs, communities and the Dar-es-Salaam Multi Agency Emergency Response Team for, inter alia: (a) updating emergency response plans for the Dar-es-Salaam Region; (b) strengthening fire safety and hazardous materials storage, contingency planning, firefighting, training and equipment; (c) improving and operationalizing the digital emergency management information systems; (d) providing emergency response and communications equipment; (e) developing an operations and organizational plan to enhance the human resources preparedness/capacity for emergency response; (f) developing and implementing a capacity building program for regional municipal and community disaster management committees; and (g) carrying out community disaster sensitization campaigns, training and emergency response planning.

Under this component the following are some of the procurement opportunities:

• Consultancy Services for strengthening institutional capacity of the DLAs and supporting agencies to deliver key urban services including strengthening strategic planning, developing guidelines and policies, institutional reorganizations, human resource capacity development, improvement of IT systems, professional service delivery, by-law and regulatory framework
• Consultancy Services for Improvement of Own Source Revenue Management Systems including billing and collection performance, IT technical assistance and training, collecting service-users and taxpayers information, enhancing monitoring and evaluation tools and public awareness campaigns for tax payment compliance

• Consultancy Services for Technical Assistance on updating emergency response plans for the Dar-es-Salaam Region; strengthening fire safety and hazardous materials storage, contingency planning, firefighting and training; improving and operationalizing the digital emergency management information systems; developing an operations and organizational plan to enhance the human resources preparedness/capacity for emergency response; developing and implementing a capacity building program for regional municipal and community disaster management committees; and carrying out community disaster sensitization campaigns, training and emergency response planning
• Procurement of ICT Equipment for Enhancing Own Source Revenue (OSR) Systems, Local Government Revenue Collection Information System, Local Government Planning & Development Control, Geographical Information System (GIS) and Office Equipment for DLAs and PO-RALG

Component 3: Project Management - This component will finance the direct costs of management and operation of the project to ensure smooth delivery and compliance with World Bank policy and guidelines. It will provide support to the PO-RALG Project Coordination Team (PCT) and Project Implementation Teams (PITs) in the five DLAs for continual project supervision, contract management, M&E, environmental and social monitoring, fiduciary management and auditing, and office operating costs. This includes dedicated resources to hire specialist project management firms. Given the large number of stakeholders and criticality of stakeholder engagement in both planning and implementation of the project activities, this component will also finance public communications activities, stakeholder coordination, impact assessments and beneficiary surveys to inform M&E, as well as preparation of the Implementation Completion Report (ICR), and preparation of additional investments.

Component 5: Contingent Emergency Response, CERC - This component will finance provision of immediate response to an eligible crisis or emergency, as needed. It enables rapid response to eligible emergencies and makes funds available to the government by reallocation or additional financing in the event of a natural, man-made or health crisis events by providing contingent financing in accordance with the CERC activation procedures.

Procurement notices and processes

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers, Fifth Edition (September 2023), and is open to all eligible firms and individuals as defined in the Procurement Regulations.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and Public Procurement Regulatory Authority (PPRA) website and/or newspaper of national circulation in Tanzania and the National e-Procurement System of Tanzania (NeST).

Procurement activities for the project will be processed through NeST or otherwise, as will be agreed between the World Bank and the Government. Thus, all prospective bidders interested to participate in bid opportunities through NeST under this project are required to be registered as users of the system.
