This invitation for expression of interest (pre-qualification) follows the General Procurement Notice (GPN) dated 12/10/2023.
The MINISTRY OF WATER has received a Loan from the World Bank toward the cost of Provision of Consultancy Services for Feasibility Study and Detailed Design for Climate Change Resilient
infrastructure, Solar-Powered Pumping Systems and Asset Management Plans for Rural Water Supply and Sanitation Authority (RUWASA), and it intends to apply part of the proceeds of this Loan to
cover eligible payments under the contract for Provision of Consultancy Services for Feasibility Study and Detailed Design for Climate Change Resilient Infrastructure, Solar Powered Pumping
Systems and Asset Management.
The MINISTRY OF WATER now invites eligible all eligible tenderers to indicate their interest in providing the services which include Provision of Consultancy Services for Feasibility Study
and Detailed Design for Climate Change Resilient Infrastructure, Solar Powered Pumping Systems and Asset Management for a period of 306
Interested all eligible tenderers must provide information indicating that they are qualified to perform the services by submitting consultant’s profile, description of similar
assignments, experience in similar conditions, availability of appropriate skills among staff, etc. Consultants may/may not associate to enhance their qualifications.
Selection will be conducted through the Quality and Cost Based Selection selection procedures specified in the Public Procurement Regulations.
Interested eligible consultants may obtain further information through National e-Procurement system (NeST)
Expressions of Interest (EoI) must be delivered though NeST before deadline indicated on NeST.

Scope of Activity
Specific Objectives
The scope of this assignment is discussed in three areas of demand: (i) climate-resilient water supply and sanitation service development, (ii) appropriate water supply through solar powered
pumping systems, and (iii) asset management of water supply quality and distribution systems including drilling and dams’ construction equipment.
1.1.1 Climate-resilient water supply and sanitation service development
climate-resilient water supply and sanitation service development To map the current and planned WSS service delivery and demand in the targeted RUWASA regions.
To evaluate the impact of climate change on RUWASA WSS service delivery, considering historical data and future projections. Primarily this will focus on the impact on water availability
but should also look at risks posed by flooding and impact of climate change on water supply and sanitation service delivery. The consultant could categorize the service areas indifferent types
(or those facing different climatic conditions), pick sample locations that could represent different conditions, and then present the scenarios (see point c) for these representative
locations.
To overlay the current and planned WSS infrastructure against climate change scenarios, to identify current and future risks to WSS service delivery and considerations that need to be taken
in the design/construction and operation and maintenance of WSS services to enhance their resilience.
Identify and design (or update existing documentation) standardized approaches (e.g. designs/operational manuals etc.) that could be taken by RUWASA to ensure the resilience of WSS service
delivery to climate change and extreme weather events. This should look at the WSS service delivery chain including water source, storage, treatment and distribution. The socio-economic,
environmental, technical, and financial viability of each proposed approach should be presented and discussed.
Based on consultation (point d) prepare a final set of geographically or climate specific approaches to enhance RUWASA’s WSS service delivery. This may entail the development of intricate
designs (e.g. for boreholes and dams), encompassing detailed specifications, drawings, construction plans and bills of quantities.
1.1.2 Solar Powered Pumping Systems
To map the current and planned use of solar powered pumping system in all RUWASA serviced areas. This mapping should identify and engage with relevant stakeholders, including local
communities, government authorities, and non-governmental organizations, to understand their needs, priorities, and challenges with solar powered pumping systems.
Conduct a feasibility study to assess the suitability and cost-effectiveness of solar-powered pumping systems in RUWASAWSS areas. The study should take into consideration any challenges
highlighted in point a. The consultant should identify high-priority areas where switching to solar makes the most technical/environmental/financial sense (both CAPEX and OPEX) compared to
traditional pumps, considering water demand, water quality, water source availability, groundwater yield, solar resource availability, and local socio-economic conditions. The feasibility study
should identify specific sites and include a detailed cost estimate for RUWASA to implement. The study should guide RUWASA on how operation of solar-powered pumps can be enhanced during low
sunlight or high demand.
Develop a sustainability plan for long-term operation and maintenance of solar pumping systems.
Establish a mechanism to monitor the performance and impact of solar-powered pumping systems on Water supply.
Engage and train local communities to raise awareness about benefits of solar powered pumping systems and the operation and maintenance needs of solar-powered pumping systems to ensure
continued functionality.
Design and install solar-powered water pumping systems tailored to the specific water needs and geographical conditions of rural areas.
Integrate water storage and distribution systems with solar-powered pumps for consistent water availability, especially during low sunlight or high demand periods.
1.1.3 Asset Management Plans
Comprehensive Asset Inventory and Condition Assessment: Conduct a thorough inventory of all RUWASA assets, (pumping, water quality, storage (including dams), distribution, controls,
construction and drilling equipment) and establish a systematic condition assessment protocol. This includes the development of a standardized cataloging system and a regular assessment
schedule to inform maintenance and replacement needs.
Integrated Risk Management Framework: Develop and implement a robust risk management framework that identifies, evaluates, and mitigates risks associated with asset failure, environmental
impacts, regulatory compliance, and other factors impacting asset performance and longevity.
Life cycle Planning and Optimization Strategies: Formulate strategies for optimizing asset performance, maintenance, and renewal over their entire lifecycle. Considerations should include
capital investment, operational costs, and adherence to regulatory requirements.
Enhanced Data Management and Information Systems: Implement advanced systems for collecting, storing, and analyzing data relevant to asset performance, maintenance history, and other
pertinent information. These systems should empower informed decision-making in asset management.
Regulatory Compliance Integration: Ensure alignment with relevant regulations, standards, and reporting requirements governing water quality, environmental protection, and infrastructure
integrity. Develop protocols for
consistent regulatory compliance and reporting.
Stakeholder Engagement and Communication Plan: Develop and execute a comprehensive plan for engaging with stakeholders, including customers, regulators, and the public. This plan should
effectively communicate asset management strategies, performance, and investment needs.
Sustainability and Resilience Integration: Integrate sustainability and resilience considerations into asset management practices. This involves addressing water conservation, energy
efficiency, and climate change adaptation to enhance the overall sustainability and resilience of water authority assets.
