REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION)
This request for Expression of Interests follows the General Procurement Notice for this Project that appeared in United Nations Development Business (UNDB) on 31st January 2023.
The Government of Tanzania has received financing from World Bank towards the cost of Msimbazi Basin Development Project (MBDP) and intends to apply part of the proceeds of this Credit to eligible payments under the Contract for Engagement of Road Safety Engineer to support the implementation of Msimbazi Basin Development Project (MBDP) and Capacity Building to TANROADS, Tender No. AE.001/2022-23/HQ/C/145.
The consulting services (“the Services”) is to monitor road safety activities in the implementation of the project involve initiating and carrying out timely and efficient monitoring of the compliance of road safety and traffic management issues by the Contractor and Consultant in the implementation of the Jangwani Bridge Project. The timeframe for the execution of this assignment is Three Years (36 Months) with possible extension if need arises.

The Tanzania National Roads Agency (TANROADS), an Agency of the Ministry of Works now invites eligible individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Such information may include updated detailed CV duly signed and copies of academic, testimonial, and professional certificates. The interested Consultants should have the following qualifications and experience:
Education:
The Road Safety Engineer must be a registered professional Civil Engineer with a Bachelor Degree in Civil Engineering.
Professional Experience:
She/he must have a minimum of three (3) years’ cumulative experience in the implementation of road development projects, out of which two (2) years working experience in the field of road safety improvement or traffic engineer including undertaking road safety audit to identify safety inadequacies during construction and develop safety mitigation measures; and
She/he must have been involved in at least one (1) Road Safety Audits (RSAs) as an RSA Team member within the last 5 years.
Language and Regional experience:
Must have a working experience of at least three (3) years in developing countries; and
Proficiency in written and spoken English is mandatory.
The attention of interested individual consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition, September 2023 (“Procurement Regulations”).
