REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION)

This request for expression of interest follows the General Procurement Notice for the Tanzania Transport Integration Project (TanTIP) that appeared in the UN Development Business Online on 14th June 2022.

The Government of Tanzania has received financing from World Bank towards the cost of the Tanzania Transport Integration Project (TanTIP) and intends to apply part of the proceeds for Consultancy Services for TANROADS’ Capacity Strengthening – Engagement of Soils/Materials Engineer No. 2, Tender No. AE.001/2022-23/HQ/C/1141 (TZ-TANROADS-378628-CS-INDV).

The Consulting Services (“the Services”) include monitoring of the quality control regime and standard procedures for Measurement of works. The Soils/Materials Engineer will also enhance capacity of TANROADS staff through implementation of projects under Tanzania Transport Integration Project (TanTIP) which comprises of rehabilitation of Mtwara – Mingoyo – Masasi (201 km), Rutukila – Songea (111.1km), Lusahunga – Rusumo (92 km) and Upgrading of Iringa – Msembe (104 km), Rehabilitation and Improvements of Regional Airports of Tanga, Iringa and Lake Manyara. The timeframe for the execution of this assignment is 12 months.

The Tanzania National Roads Agency (TANROADS), an Agency of the Ministry of Works and Transport now invites eligible individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Such information may include updated detailed CV duly signed and copies of academic, testimonial, and professional certificates. The interested Consultants should have the following qualifications and experience:

Education:

The Soils/Materials Engineer must be a registered Civil Engineer with a degree in Civil/ Geotechnical Engineering

Master’s Degree in geotechnical or pavement and materials engineering will be added advantage.

Working experience:

• She/he must have a minimum of ten (10) years’ cumulative experience related to construction supervision of roadworks/Airports.
• She/he must have served as Soils/Materials Engineer in at least three (3) road/airport construction projects. He/She should have experience of at least one airport project.
• experience on the Mechanistic-Empirical pavement design method should be added advantage
• The candidate should be eligible and have no Conflict of Interest as per Bank"s Procurement Regulations
• Must be a person of proven honesty and integrity with no criminal record, result oriented and proactive.

Language and regional experience:

• Must have a working experience of at least three (3) years in developing countries, and
• Proficiency in written and spoken English is mandatory.

The attention of interested individual consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations”).
