REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION)

This request for expression of interest follows the General Procurement Notice for the Tanzania Transport Integration Project (TanTIP) that appeared in the UN Development Business Online on 14th June 2022.

The Government of Tanzania has received financing from World Bank towards the cost of the Tanzania Transport Integration Project (TanTIP) and intends to apply part of the proceeds for Consultancy Services for TANROADS’ Capacity Strengthening – Engagement of Contract Specialist No. 2, Tender No. AE.001/2022-23/HQ/C/140 (TZ-TANROADS-378626-CS-INDV).

The Consulting Services (“the Services”) include monitoring and handling all contractual issues related to procurement, review of contracts, monitoring timeliness and quality of deliverable, payments, variations, claims, disputes and advising the Project Manager on the appropriate actions to be taken by TANROADS. The timeframe for the execution of this assignment is 12 months.

The Tanzania National Roads Agency (TANROADS), an agency of the Ministry of Works now invites eligible individual consultants to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Such information may include updated detailed CV duly signed and copies of academic, testimonial, and professional certificates. The interested Consultants should have the following qualifications and experience:

Education:

Minimum of degree in civil/transportation engineering or quantity surveying from recognized universities; and

Master’s degree in civil/transportation or highway or structural engineering, engineering management, or construction management will be an added advantage.

Working Experience:

She/he must have a minimum of eight (8) years post-qualification experience in highway infrastructure contract management and contract administration;

She/he must have been involved in at least two (2) infrastructure development project relevant to that position within the last 10 years; and

She/he must have a working experience in donor-funded projects and be conversant with contract implementation using FIDIC Forms of contracts.

Language and Regional experience:

She/he must have a minimum working experience of at least three (3) years in developing countries; and

She/he must be proficient in written and spoken English which is mandatory.

The attention of interested individual consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations”).
