CONSULTANCY SERVICES FOR TANROADS’ CAPACITY STRENGTHENING – ENGAGEMENT OF CLIMATE CHANGE SPECIALIST, TENDER NO. AE.001/2022-23/HQ/C/12

REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION)

This request for Expression of Interest follows the General Procurement Notice for the Tanzania Transport Integration Project (TanTIP) that appeared in the UN Development Business Online on 14th June 2022.

The Government of Tanzania has received financing from the International Development Association (IDA) for the financing of the Tanzania Transport Integration Project (TanTIP) and intends to apply part of the proceeds for Consultancy Services for TANROADS’ Capacity Strengthening – Engagement of Climate Change Specialist, AE.001/2022-23/HQ/C/12.

The Consulting Services (“the Services”) is to identify and characterize high climate change risks for the subcomponents of the TanTIP and come up with appropriate engineering and non-engineering adaptation measures that may be implemented on the designated road and airport infrastructure to strengthen long-term resilience of the roads and airports. The Climate Change Specialist will also enhance the capacity of TANROADS staff through the implementation of projects under the Tanzania Transport Integration Project (TanTIP) which comprises of rehabilitation of Mtwara – Mingoyo – Masasi (200 km), Rutikira – Songea (100 km), Lusahunga – Rusumo (92 km) and upgrading of Iringa – Msembe (104 km); and the rehabilitation and improvements of Regional Airports of Tanga, Iringa and Lake Manyara. The timeframe for the execution of this assignment is 12 months.

The Tanzania National Roads Agency (TANROADS), an Agency of the Ministry of Works and Transport now invites eligible Individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Such information may include an updated detailed CV duly signed and copies of academic, testimonial, and professional certificates. The interested Consultants should have the following qualifications and experience:

Education:

• Degree in Environmental Sciences, Environmental Engineering, or related relevant field.
• Master’s degree or higher qualification in climate change adaptation, disaster risk reduction, engineering, or environmental sciences or a related field is an added advantage.

Working experience:

• Minimum of ten (10) years experience in climate change analysis and adaptation in infrastructure projects;
• Practical experience in planning, managing and implementing climate change adaptation and resilience activities in at least 2 road projects in the last 10 years;
• Proven capacity to translate complex climate change information for non-technical professional users of roads and or airports infrastructure projects.
• She/he must have contemporary knowledge of climate change in the Sub–Saharan Africa or developing countries and a broad understanding of international developments in climate change, including climate change financing.

Language and regional experience

• Must have at least 3 years working experience in developing countries; and
• Proficiency in written and spoken English is mandatory.

Government employees under Short-term or Permanent Contracts need not apply as they are not eligible to participate in the selection process. Expressions of Interest from government employees will be eliminated from the selection process.

The attention of interested individual consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations”).
