REQUEST FOR EXPRESSIONS OF INTEREST

FOR

INDIVIDUAL CONSULTANT- CLERK OF WORKS (COWs) FOR SUPERVISION OF CONSTRUCTION OF INTEGRATED JUSTICE CENTRE (IJC) IN KATAVI UNDER THE CITIZEN-CENTRIC JUDICIAL MODERNIZATION AND JUSTICE SERVICE DELIVERY PROJECT.

1. This request for expression of interest (REoI) follows the General Procurement Notice for this Project that appeared in the United Nations Development Business (UNDB) No. 1738 of 09th June 2022.

2. The Government of the United Republic of Tanzania through Judiciary of Tanzania(JoT) has received credit from the International Development Association (IDA) a financing from the World Bank toward the cost of the Citizen- Centric Judiciary Modernization and Justice Service Delivery Project – Additional Financing, and intends to apply part of the proceeds for consulting services.

3. The Individual consulting service involves to (a) stay at site on behalf of the client to supervise the daily works to ensure that the client’s interest is protected and value for money is attained. (b) prepare and submit weekly and monthly progress reports and keep daily works records, Conditions of covered works and those in Progress, material quality, events and all information necessary for proper evaluation of Contractor’s performance; (c) make sure that the Contractor keeps the work in good order, keep records of site weather, Environmental, Social and Health Safety Safeguard issues and any other events, minutes of coordination morning/evening brief meetings held at site, list of materials delivered to site and list of visitors, progress reports and material samples for Employer/Consultant approval.

4. The detailed Terms of Reference (TOR) is available online on TANePS - https://www.taneps.go.tz. Consultants will be required to register on the TANePS to be able to participate in the expression of interest process. All requests for clarification should be sent through TANePS and the client will send Responses to Clarifications through TANePS - https://www.taneps.go.tz and email notification will also automatically be sent to those consultants who have started working on this request for expression of interest. The consultant would be responsible for ensuring that any addenda available on the website is also downloaded and incorporated.

5. Participation fee is Tanzania Shillings One Hundred Thousands (TZS 100,000). Control Number for payment shall be obtained through TANePS.

6. The Judiciary of Tanzania now invites eligible Individual Consultants to express their interest that they are qualified to perform the services by submitting updated detailed CVs which indicate qualifications, description of similar assignments performed and relevant experience in similar conditions and relevant skills. The shortlisting criteria are:

A. Educational and professional qualification.

i. Bachelor’s degree in Civil /Structural Engineering from a recognised University or equivalent institution.

ii. Registered as a Professional Civil/Structural Engineer with Engineers Registrations Board or any recognised professional board

B. Experience

iii. Must have at least 10 years cumulative working experience in Building Construction Projects.

iv. He/She must have served as a Clerk of Works or Site Engineer or Resident Engineer in at least two (2) multiple-storey building construction project(s) within the last 10 years.

NB. information to be provided should include: name of assignment/project; name and full contact address of the client/employer; description of the project with respect to nature, value and complexity; duration of the project and position held (Site Engineer or Resident Engineer or Clerk of Works etc).

C. Skills, Competences and others

v. The candidate should be eligible and have no Conflict of Interest as per the Bank"s Procurement Regulations.

vi. Fluent in speaking and writing English language.

vii. Must be a person of proven honesty and integrity with no criminal record, result oriented and proactive

7. An Individual Consultant will be selected in accordance with the procedures set out in the (a) World Bank Procurement Regulations for IPF Borrowers, Fourth Edition, November 2020.;.

8. The attention of interested Individual Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition, November, 2020 – Fourth Edition setting forth the World Bank’s policy on conflict of interest.

9. Expressions of Interest with cover letters must be submitted online through TANePS - https://www.taneps.go.tz in on or before 18:00 Hrs Local time on 3rd August, 2023. Expression of Interest will be opened promptly thereafter through TANePs. The addressee should be the Secretary of the Tender Board, Judiciary of Tanzania, P. O. Box 9004, Dar es Salaam email: ccpprocurement@judiciary.go.tz. The TANePS would not allow any late submission of expression of Interest. The Client shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the Consultants of any updates, the Client shall not be liable for any information not received by the bidder. It is the Consultants’ responsibility to verify the website for the latest information related to this selection process.
