This request for Expression of Interests follows the General Procurement Notice for this Project that appeared in United Nations Development Business (UNDB) Issue No. WB-0P0015674 of 28.11.2021.

The Government of the United Republic of Tanzania through the Ministry of Education Science and Technology (MoEST) has received financing from the World Bank toward the cost of the Higher Education for Economic Transformation Project (HEET). Institute of Rural Development Planning being beneficiary under MoEST intends to apply part of the proceeds for consulting services for design ,preparation of bidding documents ,cost estimates and supervision of proposed construction of one multiple floors Eco-friendly modern academic block at the Institute of Rural Development Planning Miyuji Area –Dodoma.

The consulting services (“the Services”) includes carrying out consulting services for design ,preparation of bidding documents ,cost estimates and supervision of proposed construction of one multiple floors Eco-friendly modern academic block at the Institute of Rural Development Planning Miyuji Area –Dodoma.The total duration for the entire assignment shall be Thirty Six (36) months where by Six (6) months will be for design works, Thirteen (18) months for construction and supervision and Twelve (12) months for defect liability period from contract effective date.

The detailed Terms of Reference (ToR) for the assignment are available in the following website www.taneps.go.tz and www.irdp.ac.tz. The Consultant will be required to register on the Tanzania National Electronic Procurement System (TANePS) to be able to participate in this selection process. All requests for clarification should be sent through TANePS and the Client will send Responses to Clarifications and Amendments through TANePS - https://www.taneps.go.tz and email notification will also automatically be sent to those Consultants who have started working on this Request for Expression for Interest. The Consultants will be responsible for ensuring that any addenda available on the website is also downloaded and incorporated.

The Rector of Institute of Rural Development Planning now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

A. Core business and Five (10) years in business

B. Relevant similar experience, which should specifically include the following;

• Experience of at least three (3) projects of the same complexity and magnitude with the cumulative value of Tsh. 04 billion in the past ten (10) years (2012- 2022)-information to be provided should include name of assignment, name and full contact address of the client, contract value (in equivalent US dollars) and period (dates) of execution of the assignments and the role played in the assignment (Lead or JV partner).

2. Demonstration of experience of work in similar conditions.

C. Technical and Managerial Capability of the Firm

The Consultant must provide the structure of the organization, general qualifications and number of Key staffs for each assignment expressed interest. (Do not provide CV of the Key staff). Key Experts will not be evaluated at the shortlisting stage).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition, November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of JV shall independently meet the requirements of the evaluation criteria.

A Consultant will be selected in accordance with the Consultant’s Qualification Selection (CQS) method set out in the World Bank’s “Procurement Regulations for IPF Borrowers” of November 2020.

The firms which will submit their EOIs via e-mail must get confirmation of the receipt of their documents. Expression of Interests opening shall take place at Institute of Rural Development Planning Main Campus Dodoma Area, Conference Room, on 22nd June, 2023 at 12:30 Hours East African Time.
