• This request for Expression of Interest follows the General Procurement Notice for this Project that appeared in United Nations Development Business (UNDB) Issue No. WB-0P0015674 of 28.11.2021.
• The Government of the United Republic of Tanzania has received financing from the World Bank towards the cost of the Higher Education for Economic Transformation Project (HEET) in Tanzania and intends to apply part of the proceeds for Consulting Services.
• The Consulting firm ("the Services provider") is engaged to undertake Consultancy Services for the Design, Preparation of Bidding Documents, Cost estimates, and Supervision of the Construction of the Science Technology and Innovation (STI) Complex in Dodoma, including geo-technical and topographical survey, and conduct the conditional survey, design and supervise the renovation of COSTECH building in Dar-es-Salaam.
• The total duration for the entire assignment shall be 29 months (4 months Design, 13 months Mobilization, Construction, and Supervision, and 12 months after completion of works for the Defects Liability Period) from the date of contract signing up to the end of defect liability period (DLP). The estimated level of effort is 55.5 professional staff months.
• The detailed Terms of Reference (ToR) for the assignment are available at the following website www.taneps.go.tz and www.costech.or.tz or can be obtained at the address given below.
• The Tanzania Commission for Science and Technology (COSTECH) located at Ali Hassan Mwinyi Road Kijitonyama, P. O. Box 4302, Dar-es-Salaam, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Service. The shortlisting criteria are A: Core business and 10 years in business. B: Relevant similar experience, which should specifically include: i. The firm should have at least ten (10) years of experience in the building industry and must have demonstrated experience in undertaking works of similar nature indicating the value and volume of the last five (5) projects executed by the firm within the previous ten (10) years (2012 – 2022). Information to be provided should include; the name of assignments, names and full address contact addresses of the client, contract value, (in equivalents USD), and, periods (dates) of execution of the assignments. ii. Demonstration of experience in working under similar conditions. iii. The firm has experience executing at least one project under World Bank or Development partner’s funding within the previous ten (10) years (2012 - 2022).

C. Technical and Managerial Capability of the Firm

The consultant must provide the structure of the organization, general qualifications, and the number of Key staff (Do not provide a CV of the Key staff, Key staff will not be evaluated at shortlisting stage).

7. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers” Fourth Edition, November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

8. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture (JV) and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of JV shall independently meet the requirements of the evaluation criteria. The experience, technical and managerial capability of the Sub-Consultant shall not be evaluated to enhance the qualification of the Lead Firm or JV.

9. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.

10. Further information shall be obtained upon seeking clarifications through online Tanzania National Electronic Procurement System (TANePs) (www.taneps.go.tz ) or at the address below during office hours 08:00 Hours up to 15:00 Hours East African Time on Monday to Friday inclusive except on public holidays.

11. Expressions of interest must be submitted online through Tanzania National Electronic Procurement System (TANePs) (www.taneps.go.tz ) on or before 30th June 2023 at 12:00 hours East African time. The Client shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the Consultants of any updates, the Client shall not be liable for any information not received by the Consultant. It is the Consultants’ responsibility to verify the website for the latest information related to this selection process. Expression of Interest will be opened promptly thereafter through TANePs. Expression of Interest not received through TANePS shall not be accepted for evaluation irrespective of the circumstances.
