This request for Expression of Interest follows the General Procurement Notice for this Project that appeared in United Nations Development Business (UNDB) Issue No. WB-0P0015674 of 28.11.2021.
The Government of the United Republic of Tanzania through the Ministry of Education Science and Technology (MoEST) has received financing from the World Bank toward the cost of the Higher Education for Economic Transformation Project (HEET) in Tanzania and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include carrying out Consultancy Services for the review of drawings and supervision of construction works at IFM Mwanza and Simiyu Campuses. The total duration for the entire assignment shall be 20 months from the date of contract signing while the supervision assignment will be carried out up to the end of the defect liability period, the estimated level of effort is 32 professional staff months.

The Institute of Finance Management now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
A. Core business and 10 years in business
B. Relevant similar experience, which should specifically include the below;
C. Technical and Managerial Capability of the Firm
The Consultant must provide the structure of the organization, general qualifications, and the number of Key staff. (Do not provide the CV of the Key staff. Key Experts will not be evaluated at the shortlisting stage).
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition, November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of JV shall independently meet the requirements of the evaluation criteria. The experience, technical & managerial capability of the Sub-Consultant shall not be evaluated to enhance the qualification of the Lead Firm or JV.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (CQBS) method set out in the Consultant’s Guidelines for IPF Borrower dated November 2020.

Expressions of interest must be submitted online through Tanzania National Electronic Procurement Systems (TANePS) (www.taneps.go.tz) on or before 15th June 2023 at 10:00 hours local time. The Client shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the Consultants of any updates, the Client shall not be liable for any information not received by the Consultants. It is the Consultants’ responsibility to verify the website for the latest information related to this selection process. Expression of Interest will be opened promptly through TANePS. A proposal not received through TANePS shall not be accepted for evaluation irrespective of the circumstances.
Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Consultant’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the Request for Proposals.
