The Revolutionary Government of Zanzibar has received financing from the World Bank toward the cost of the Zanzibar Improving Quality of Basic Education Project (ZIQUE)., and intends to apply part of the agreed amount for this loan to payments under the contract for “the Employment of Individual Procurement Specialist to support the implementation of the Procurement functions under ZIQUE Project”.

The objective of the assignment includes is to strengthen the procurement activities in ZIQUE and assist PIT in monitoring and implementation of ZIQUE activities basing on the World Bank Standard Procurement Procedures and in line with Public Procurement and Disposal of Public Assets Act No.11 of 2016 and its Regulation of 2020. The Procurement Specialist will be responsible to manage the procurement of goods, services, and works under the proposed project, in accordance with World Bank Procurement Guidelines. This will include the planning, implementation and supervision of all procurement operations under the project. In addition, the procurement management specialist will be responsible to develop procurement and contract management capacity of the PIT and other stakeholders involved in the implementation of ZIQUE.

The Ministry of Education and Vocational Training Zanzibar now invites eligible Individual Procurement consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

The main functions of required Specialist will include but not limited to:-

• Prepare various Tendering and contract documents for the ZIQUE Project.

• Procurement of necessary goods/equipment i.e. vehicles, computers, software, hardware, etc.

• Procurement of various Works and Consultancy services under the ZIQUE Project

• Participate in the development of technical Specifications, TOR, manuals and guidelines that are essential for the planning, development, maintenance and management of infrastructures.

• Tailor made training activities within the country after identifying the gap/s on Construction project management, procurement and contract management and administration especially to the donor funded projects.

Required Expertise

This position requires a seasoned professional with extensive experience in procurement especially in donor funded projects. The consultant should be motivated to improve government systems, mentor staff, and work with communities.

The individual consultant for conducting the assignment should have the following qualifications:

• Have at least Master’s degree in procurement Management, engineering and commerce from a recognized Institution with relevant training procurement;
• Must be active member of higher Professional qualification in procurement from recognized institutions such as the Chartered Institute of Procurement and Supply (MCIPS),PSPTB will be an added advantage
• Have a general experience of not less than ten(10) years, with at least five (5) years specific experience as a procurement specialist or having responsibilities with a substantial content in procurement matters in the World Bank/World Bank or other international multilateral organization funded project;
• Three years’ experience in handling large value contracts, works, goods and services that are subject to international competitive bidding preferably under World Bank/World Bank Procurement Regulations/ Guidelines.

A Consultant will be selected in accordance with individual Selection method set out in the World Bank
