Assignment Title: National Strategy for Digital Transformation of the Republic of Tajikistan (2026–2040)

The Government of the Republic of Tajikistan has received financing from the International Development Association (IDA) toward the cost of the Tajikistan Digital Foundations Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include Development of the National Strategy for Digital Transformation of the Republic of Tajikistan and an action plan for its implementation, which will be consistent with the National Development Strategy of the Republic of Tajikistan until 2030. This will require, inter alia, conducting a detailed assessment of the status quo and level of readiness of the economy for digital transformation, appropriately defining a vision and logical framework for economy-wide digitization, and preparing a time-bound implementation action plan to realize the vision set forth in the Strategy. The Strategy will establish a whole-of-government and whole-of-society approach to digital transformation, ensuring inclusive development that addresses gender, regional, and vulnerable group needs while building foundational digital public infrastructure.

The consultant will have to perform the following tasks:

Task 1: Project inception

Task 2. Analysis of Tajikistan’s current situation and assessment of its digital maturity

Task 3: Stakeholder consultations

Task 4: Strategy development

Task 5. Implementation Plan for new Strategy

Task 6: Strategy validation and finalization

The total duration of the contract is 5 months.

The State Institution "Projects Implementation Center Fundamentals of Digitalization in Tajikistan" of the Executive Office of the President of the Republic of Tajikistan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

• At least 5 years of international experience in developing digital transformation strategies;
• Experience in the successful implementation of at least two similar projects;
• Availability of a qualified team of specialists, including experts in digital infrastructure, digital economy, cybersecurity and data protection;
• Local footprint / presence;
• Experience in developing systems for monitoring and evaluating strategies, and managing project risks.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the CQS (Consultants Qualification Selection) method set out in the Procurement Regulations.
