• The OJSC Pamir Energy Company has received financing from the World Bank toward the cost of TREP, and intends to apply part of the proceeds toward payments under the contract for Construction of the Sharifobod 110/35/10 kV Substation and Installation of the equipment’s in Khorog, GBAO, Tajikistan.

• The OJSC Pamir Energy Company now invites sealed Bids from eligible Bidders for Construction of the Sharifobod 110/35/10 kV Substation and Installation of equipment in Khorog, GBAO, Tajikistan.

• Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in February 2025 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.

• Interested eligible Bidders may obtain further information from OJSC Pamir Energy Company, Ubaid Khujanazarov and inspect the bidding document during office hours 09:00 to 17:00 hours at the address given below Section 9 (i).

• The bidding document in English language in PDF format may be obtained by interested eligible Bidders upon the submission of a written application to the address below in Section 9 (i).

• Bids must be delivered to the address below on or before 14:00 Dushanbe time on March 11, 2026. Electronic bidding will be not permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below in paragraph 9 (ii) on March 11, 2026 at 14:00 Dushanbe time.

• All Bids must be accompanied by a Bid Security of USD 26,000.00 (twenty-six thousand dollars) or equivalent in convertible currency.

• “Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
