1. The Government of the Republic of Tajikistan has received World Bank’s to cover the costs of the Tajikistan Millati Solim Project and intends to use part of the funds for payments under the Contract for the Development of the Electronic Patient Registry.

2. The Ministry of Health and Social Protection of the Population of the Republic of Tajikistan (MOHSPP) hereby invites eligible bidders to submit sealed bids for the Development of the Electronic Patient Registry including its installation at the following address: 69 Shevchenko Street, Dushanbe.

3. The bidding will be conducted through National Competitive Bidding using a Request for Bids (RFB), as specified in the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in September 2023 (the Procurement Regulations), and in accordance with the World Bank Anti-Corruption Guidelines (ACG) dated July 2016. The bidding process is open to all eligible bidders.

4. Interested eligible bidders may obtain further information from the Project Coordination Group at the Ministry of Health and Social Protection of the Population, Z. Gafforova, zulfiya@millatisolim.tj, and may review the bidding documents during working hours from 08:00 a.m. to 5:00 p.m. at the address specified below.

5. Interested eligible bidders may obtain the bidding documents in Russian after submitting a written request to the address indicated below. The document will be sent by email in PDF format.

6. Bids should be delivered to the address specified below no later than 2:00 p.m. local time on January 14, 2026. Electronic bidding will not be permitted. Late bids will be rejected. Bid opening will take place publicly in the presence of the bidders’ designated representatives and any interested attendees at the address specified below by 14:00 local time, at the latest, on 14 January 2026.

7. All bids must be accompanied by a Bid Security in the amount of TJS 40,000 or an equivalent amount in a freely convertible currency.
