Assignment Title: Individual Consultant on amending the Law of the Republic of Tajikistan "On Food Security" and other regulatory legal acts related to ensuring food security and agricultural systems

1. The Republic of Tajikistan has received financing from the World Bank toward the cost of the “Strengthening Resilience of the Agriculture Sector Project” additional financing and intends to apply part of the proceeds for consulting services.

3. Qualification requirements for candidates are as follow:

- A University degree in law or a related field;

- At least 7 years of relevant professional experience in legal drafting, policy development, or legislative reform;

- Proven experience in developing or amending national laws or regulatory frameworks, preferably in the field of agriculture, land use, or rural development;

-Strong knowledge of the agricultural sector and relevant national legislation;

- Proficiency in computer applications, including MS Office and legal research tools;

- Fluency in Tajik and Russian (both written and spoken); knowledge of English is considered an asset.

The State Institution “Agriculture Entrepreneurship Development” Project Management Unit now invites eligible specialists to indicate their interest in providing the services. Interested specialists must provide information indicating that they are qualified to perform the services.

4. The attention of interested candidates is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised in September 2023) - Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

5. The selection will follow Open Competitive Selection of Individual Consultants in accordance with Section VI, paragraphs, 7.36 and 7.37 of Procurement Regulations.

6. Interested candidates should submit a cover letter (maximum two pages) and a detailed CV (maximum five pages) clearly outlining how they meet the required qualifications. The CV and cover letter must be submitted either by email to procurement.srasp@gmail.com, with “National consultant to develop legal documents for amending and supplementing the law of the Republic of Tajikistan “On Food Security” in the subject line, or delivered in person to the address provided below.
