Assignment Title: Endline survey for Socio-Economic Resilience Strengthening Project (SERSP) and baseline survey for Socio-Economic Resilience Strengthening Project – Additional Financing (SERSP AF) in the Republic of Tajikistan.

The Republic of Tajikistan received a grant in the amount of $37 million from the World Bank for the Tajikistan SERSP and $25 million from the World Bank in additional financing for SERSP-AF. The consulting services (“the Services”) include baseline survey in seven districts across the Districts of Republican Subordination (Fayzabad, Nurobod, Roghun, and Tursunzoda), Khatlon (Danghara, Qubodiyon), and GBAO (Roshtkala) and endline survey in seven districts in the Khatlon region and GBAO (Kulyab, Hamadoni, Farkhor, Panj, Shugnon, Ishkoshim, and Vanj).

National Social Investment Fund of Tajikistan (NSIFT), the implementing agency for the SERSP and SERSP AF, now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The selection criteria are:

• At least 5 years of experience in conducting comparable large-scale household surveys in Tajikistan
• At least 5 surveys with at least 2,000 respondents, using Computer-Assisted Personal Interview (CAPI) system) completed
• Availability of two data collection teams capable of implementing baseline and endline surveys simultaneously
• Direct experience of collecting research in Tajikistan on local infrastructure and service delivery and excellent knowledge of local governance in the context of Tajikistan

Interested Consultants must pay attention to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, seventh edition September 2025, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultants Qualifications-based Selection (CQS) method set out in the Procurement Regulations. The best qualified and experienced firm shall be selected and only this one selected firm shall be asked to submit a combined technical and financial proposal.
