Assignment Title: Consultancy for Remedial Investigation of Contaminated Lands at Rogun Hydropower Project, Tajikistan

The Republic of Tajikistan has received financing from the World Bank toward the cost of the Technical Assistance for Financing Framework for Rogun Hydropower Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include compile and review all the relevant materials provided by OJSC Rogun and the PMG, including relevant parts of the 2014 ESIA and the 2025 draft updated ESIA and the accompanying ESMP.

Anticipated date for commencement of the Services is November 2025 and the tentative duration of the assignment for the Services is about 3 months

The Projects Management Group for Energy Facilities Construction under the President of the Republic of Tajikistan (PMG) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

• The Consultant shall be registered legal entity and shall have been in business for the last 6 years in providing environmental consultancy services. (The consultant shall provide the Copy Certificate of Incorporation issued by relevant authority in country of establishment).
• The consultant shall submit a detailed organogram to demonstrate managerial and organizational capabilities to carry out the assignment.
• The consultant shall demonstrate previous experience in the successful completion of at least 10 environmental services contracts, including a minimum of 5 contracts for contaminated lands surveys funded by WB, AIIB, ADB or other IFIs within the past 6 years. The firm shall include in the EOI for the assignments cited as previous experience the following: the name of the assignment, location and country, the duration and years of execution. In addition, the Consultant shall have completed at least one environmental study project in Tajikistan. Experience in waste-related projects will be considered an added advantage.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in September 2023 (Procurement Regulations) setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but shall indicate clearly in the Expression of Interest whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultants Qualification Based Selection (CQS) method set out in the Procurement Regulations.
