Tajikistan Strengthening Water and Irrigation Management Project

Assignment Title: Coordinator for support of implementation of IMIS

Reference No. (as per Procurement Plan): SWIM-CS-L-14

The Republic of Tajikistan has applied for financing from the International Development Association and the European Union towards the cost of the Coordinator for support of implementation of IMIS.

The Consultant to provide independent technical supervision and coordination of the IMIS implementation process, ensuring that there is good coordination and integration of tasks among different contractors, and ensuring that the system is developed in line with contractual obligations, stakeholder expectations, and best practices in digital irrigation management.

Qualification requirements:

• Advanced degree in Information Systems, Project Management, Public Administration, or a related field.
• Minimum 7 years of experience in implementing complex IT systems in public-sector settings.
• Proven experience with oversight or quality assurance roles in donor-funded projects.
• Strong communication and reporting skills in English (Russian/Tajik is an asset).
• Independent judgment and capacity to work in a politically sensitive environment.

The Tajikistan Strengthening Water and Irrigation Management Project now invites eligible individual consultants to express their interest in providing the services. Interested Consultants must provide information indicating that they are qualified to perform the services (CV, copy of documents evidencing appropriate qualifications and skills, experience and competence related to the task, description of similar tasks performed, references, etc.).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised November 2017, August 2018, and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the selection of Individual Consultants (IC) method set out in the Consultant Guidelines.
