1. The Agency of Land Reclamation and Irrigation (ALRI) of the Republic of Tajikistan has received financing from the World Bank and European Commission - World Bank Partnership Programme Part III for Europe and Central Asia Single-Donor Trust Fund toward the cost of the Tajikistan Strengthening Water and Irrigation Management Project (SWIM), and intends to apply part of the proceeds toward payments under the contract for Design, Supply, Installation and Commissioning of the Procurement of Irrigation Management Information System (IMIS) Software.

2. The Project Management Unit of Ferghana Valley Water Resources Management Project now invites sealed Proposals from eligible Proposers for Design, supply and installation of the Irrigation Management Information System (IMIS) for the Agency for Irrigation and Land Reclamation (ALRI) under the Government of the Republic of Tajikistan. The technical and performance requirements of the system are detailed in Section VII of the bidding document. Key highlights are:

• The Irrigation Management Information System (IMIS) is a comprehensive digital platform designed to support the Agency for Land Reclamation and Irrigation (ALRI) in effectively managing data, operations, and decision-making processes related to land reclamation, irrigation infrastructure, water user associations, and water resource management. The system integrates key functional modules including monitoring and measurement of water resources, contract and billing management with Water User Associations (WUAs), performance and KPI tracking, asset and finance management, and human resources. IMIS ensures centralized data collection, real-time monitoring, and analytical capabilities, while also enabling interoperability with national systems such as the National Water Information System (NWIS). The system aims to improve efficiency, transparency, and evidence-based policy implementation across all levels of ALRI operations.
• The infrastructure of the IMIS shall consist of a centralized server environment hosted at ALRI’s headquarters, providing secure web-based access for regional and local operational units. The system shall feature a modular, cloud-ready architecture with a centralized database, role-based user access control, and the capability to integrate with external platforms such as the National Water Information System (NWIS). Basic connectivity and hardware shall be ensured at all pilot locations, with infrastructure designed to support future nationwide scale-up.
• The IMIS shall be designed at national level, covering: Central ALRI Headquarters (Dushanbe), 5 Oblast (regional) offices, and District Irrigation Departments and subordinate agencies.
• The system shall be deployed in the pilot zone: Vakhsh Main Canal (6 - Hydrographic Operational Departments and 1 - Regional Operational Department), Shurabad Main Canal ( 1 - Hydrographic Operational Departments and 1 - Regional Operational Department), Big Gissar Canal (3 - Hydrographic Operational Departments and 1 - Regional Operational Department) including 37 Water User Associations (WUA"s).
• The Purchaser expects the full implementation of the IMIS to be completed within 60 to 62 weeks from the Effective Date of the Contract. This timeline includes all major project phases such as delivery, installation, configuration, testing, training, pilot operations, and final acceptance.

3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.

4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria: 30% Technical and Financial: 70%.

5. Interested eligible Proposers may obtain further information from Project Manager of the State Entity “Ferghana Valley Water Resources Management Project Management Unit”, Mr. Izzat Mahmadullozoda at fvwrmp@mail.ru and www.alri.tj/docs inspect the request for proposals document during office hours from 09:00 to 16:00 hours at the address given below.

6. The request for proposals document in English may be obtained by interested eligible Proposers upon the submission of a written application to the address below. The document in pdf format will be sent by e-mail.

7. Proposals must be delivered to the address State Committee for Investments and State Property Management of the Republic of Tajikistan, Dushanbe, 40, Rudaki str., second floor, office 37 on or before 15:00 local time September 05, 2025. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address State Committee for Investments and State Property Management of the Republic of Tajikistan, Dushanbe, 40, Rudaki str., second floor, office 37 on 15:00 local time September 05, 2025. All the inner envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.

8. All Proposals must be accompanied by a “Proposal Security” of US $5,800.00 or the equivalent in freely convertible currency.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
