Implementation agency: State Institution "Projects Implementation Center Fundamentals of Digitalization in Tajikistan" of the Executive Office of the President of the Republic of Tajikistan (PIC EOP)

The Government of the Republic of Tajikistan has received financing from the World Bank toward the cost of the Tajikistan Digital Foundations Project and intends to apply part of the proceeds for consulting services.

The objective of the Project is to improve the delivery of digitally-enabled public services and to enhance the digital skills of the population. The Project development objective is to expand access to and usage of selected digital public services and enhance digital skills of the population. The project consists of two main components designed to leverage digital technologies for both social objectives (i.e., inclusive access to public services) and economic objectives (job creation and economic growth), as follows:

Component 1. Strengthening Foundations for Safe Digital Government Systems and Services;

Component 2. Enhancing Digital Skills.

The consulting services (“the Services”) include support PIC EOP in conducting procurement activities in accordance with the World Bank Procurement Regulations (July 2016, revised in September 2023), and advise the relevant staff of the PIC EOP on procurement issues.

Qualification requirements for candidates are as follow:

At least Master degree or equivalent in economics, engineering, law, management, finance, or related field;

Minimum 7 years of relevant procurement experience, with at least 4 years in World Bank/Multilateral Development Bank-funded projects with a demonstrated track record of good performance;

Experience in handling high-value contracts subject to international competition, including civil works, goods, and consultancy services, in accordance with the World Bank Procurement Regulations (July 2016, as updated). Completion of training in World Bank procurement procedures of one or more of goods, works and selection of consultants;

Knowledge of public procurement procedures in Tajikistan is an added advantage;

Proficiency in Tajik, Russian, and English;

Strong client orientation and solid computer skills (MS Office).

State Institution "Projects Implementation Center Fundamentals of Digitalization in Tajikistan" of the Executive Office of the President of the Republic of Tajikistan now invites eligible consultants (Individual consultant) to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV, copy of documents evidencing appropriate qualifications and skills, experience and competence related to the task, description of similar tasks performed, references, etc).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised in September 2023) - Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

An individual Consultant shall be selected following Open Competitive Selection of Individual Consultants in accordance with Section VI, paragraphs, 7.36 and 7.37 of Procurement Regulations.

Interested Consultants may obtain further information at the address below during office hours 09:00 to 17:00 hours of Dushanbe/Tajikistan time.

Interested consultants must submit CV, two reference letters from previous employers and a cover letter in Tajik/Russian and English languages with indication of the position name to the address below (in person or by e-mail) by July 30, 2025 (17:00 p.m.)
