THE REPUBLIC OF TAJIKISTAN
STRENGTHENING RESILIENCE OF THE AGRICULTURE SECTOR PROJECT (SRASP)

The Republic of Tajikistan has received financing in the amount of US$ 108 million equivalent from
the World Bank toward the cost of the Strengthening Resilience of the Agriculture Sector Project (SRASP), and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.
The project will include the following components:
Component 1: Strengthening seed, seedling, and planting material systems. Sub-component 1.1: Enabling Environment will review policies, legislations, and institutional arrangements related to the seed, seedling, and planting material sub-sector and will finance the review of policies and institutional arrangements for government food and nutrition security, including the development of a Food Security Crisis Preparedness Plan, amendments, and additions to the current Food Security Law No. 1591 (dated April 2019), as well as revision of institutional and practical measures to ensure food and nutrition security. Sub-component 1.2: Research and development strengthening the capacity of national agricultural R&D institutions. Sub-component 1.3: Reproduction of seeds, seedlings, and planting material. The subcomponent will finance: the construction and/or rehabilitation of storage facilities, office and laboratory buildings, greenhouses, and rehabilitation of existing irrigation facilities, procurement and distribution of seeds and fertilizers to farmers and vulnerable rural households for homestead gardening, as a short-term food crisis response measure; procurement and distribution of small agricultural machinery and small innovative equipment to vulnerable farmers to simplify women"s manual labor; and provision of training for seed multiplication, seedlings, and planting material. Sub-component 1.4: Quality assurance. The objective of this subcomponent is to build the capacity of institutions and entities involved in the quality assurance of seeds, seedlings, and planting materials that are produced (or imported) and sold in Tajikistan.
Component 2: Support investments in agro-logistical centers for horticulture value chains. Sub-component 2.1: Support the development and operation of ALCs. The objective of this subcomponent is to support the establishment of three ALCs. The subcomponent will finance the preparation of feasibility studies, business plans, environmental and social impact assessments, detailed designs; construction of three ALCs; construction supervision; and provision of equipment for operation of the ALCs– pre-cooling, sorting, grading, and packing lines as well as cold storage units and operational management software.
Sub-component 2.2: Capacity building for operation and management of ALCs and awareness rising. The subcomponent will finance: the provision of training for management staff of ALCs for operation and management of ALCs; and for MoA on future scale-up of investments needed for integrated and sustainable food distribution networks organized around ALCs.
Component 3: Strengthening selected public institutions for crisis prevention and management.
Sub-component 3.1: Real-time monitoring of agricultural production, land use, and agrometeorology. The objective of this sub-component is to improve the information base and data analysis capacity for effective policy-making to ensure more resilient and sustainable development of agriculture. The subcomponent will finance: (a) creating a system for regular data collection on agricultural land use/planting decisions, including: (i) development of protocols and manuals for data collection in the unified database; (ii) establishment of new agrometeorological stations and ICT infrastructure to receive and process data; (b) collecting information about crop vegetation and impacts of climate hazards on agricultural production, including goods and equipment for remote sensing and field data collection and monitoring; (c) building capacity at the institutional level on agricultural production forecasting and early warning, including through provision of trainings; (d) increasing capacity of MOA and the Agency for Meteorology to collect and analyze location-specific weather information, including through provision of trainings; and (e) providing early warning and timely diagnoses and other agrometeorological information materials for farmers and development of information distribution channels. Sub-component 3.2: Soil fertility management. The objective of this subcomponent is to increase farmers’ awareness of their soils, water, and biohazards, and success in replacing blanket recommendations with soil test-based recommendations and adoption of climate-smart farming practices. Sub-component 3.3: Crop protection and locust control. The objective of this sub-component is to strengthen the capacity of crop protection and locust control agencies to provide public-nature crop protection services and help farmers protect against pests in an environmentally sustainable manner.
Component 4: Project management and coordination.
The objective of this component is to support project management, coordination, M&E, and implementation of environmental and social framework (ESF) instruments and fiduciary aspects of the project. The component will finance procurement, financial management, environmental and social risk management, citizen engagement, monitoring and evaluation, and reporting; project-related audits, training, and operating costs for the project.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised September 2023) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. The World Bank arranged the publication on its external website of the agreed initial procurement plan and will publish all subsequent updates once it has provided a no objection.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website, the State Institute “Agriculture Entrepreneurship Development” Project Management Unit (AED PMU) website at www.aedpmu.tj, and the State Committee on Investments and State Property Management’s website at www.investcom.tj.
