Assignment Title: Support and Evaluation of the Information System Piloting for Pension Allocation and Payment by Agency for Social Insurance and Pensions under the Government of the Republic of Tajikistan

The main objective of the Project is to support the Government of the Republic of Tajikistan in protecting poor and vulnerable households from shocks, promoting economic inclusion, and improving social safety nets.

The main objective of the given Terms of Reference is to attract a qualified international consultant to provide expert and advisory support to the Agency for Social Insurance and Pensions (ASIP) under the Government of the Republic of Tajikistan in the process of pilot launching an information system for pensions appointment and payment.

The result of the implementation of the tasks defined under given TOR will be an increase in the efficiency of the pensions assignment and payment process, improving the availability and transparency of the services provided, as well as further promotion of digitization in the field of social protection in the Republic of Tajikistan.

Candidate Specification:

• At least 5-year experience in the field of digitalization of social and pension systems.
• Working experience in international projects related to the development and implementation of government IT systems.
• Understanding of data protection, cybersecurity and integration of information system principles.
• Knowledge of international standards for the government services digitalization.
• Experience in consultancy for government agencies.
• Fluency in English (knowledge of Russian and/or Tajik (Persian) languages ​​will be an advantage).

The Ministry of Health and Social Protection of Population of the Republic of Tajikistan now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV, copy of documents evidencing appropriate qualifications and skills, experience and competence related to the task, description of similar tasks performed, references, etc). A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised November 2017, August 2018, and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
