Project Background

The Government of the Republic of Tajikistan has received financing from the World Bank in the amount of US$15,000,000 toward the cost of the Technical Assistance (TA) for Financing Framework for the Rogun Hydropower Project This project is jointly financed by the Asian Infrastructure Investment Bank (AIIB) (US$ 5.0 million).

The TA Project will help to: (a) strengthen technical, environmental, and social aspects of the Rogun hydropower plant construction project (Rogun HPP Project); (b) develop the commercial framework of the Rogun HPP Project; and (c) strengthen the institutional capacity of the Project Management Group for Energy Facilities Construction under the President of the Republic of Tajikistan Rogun (Rogun PMG), which is the implementing entity for Rogun HPP Project.

Main objectives of the assignment

The main task to be carried out by Social Development Specialist is; Reviewing and commenting on social documents: Environmental and Social Impact Assessment/Environmental and Social Management Plan (ESIA/ESMP), Resettlement Action Plans (RAPs), Livelihood Restoration Plans (LRPs), Labor Management Procedures (LMP) and other complementary social plans prepared by consultants for ongoing investments in the project under preparation, assisting and supporting Rogun PMG, DFZ and OJSC Rogun HPP in fulfillment of social obligations and commitments, etc.

Qualification requirements:

• University degree (higher education) in environmental sciences, or social sciences, or political science, or other relevant technical field. Specialization in social or environmental safeguards or occupational health and safety would be an advantage.
• At least five (5) years of experience in preparing and leading the preparation of E&S documents for large infrastructure projects, including dams and hydropower that meet the requirements of the World Bank (either the World Bank Operational Policies on environmental and social safeguards or the new Environmental and Social Framework (ESF)) and/or other International Financial Institutions, and good international industry practice.
• At least five (5) years of experience in the preparation and implementation of social management and mitigation plans for mid-size and large hydropower projects.
• Good knowledge of social legislation of the Republic of Tajikistan.
• Successful experience of working in teams of specialists, including the integration of findings and the development of practical recommendations.
• Fluency in verbal and written Tajik and Russian languages; ideally also fluency in English.

An individual Consultant shall be selected following Open Competitive Selection of Individual Consultants in accordance with Section VI, paragraphs, 7.36 and 7.37 of “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”)
