1. Introduction
The Government of the Republic of Tajikistan has received grant funding in the amount of USD 50.0 million from the World Bank to implement the "Learning Environment – Foundation of Quality Education Project" (LEARN) from 2023 to 2029. The Project is being implemented by the Ministry of Education and Science (MoES) in collaboration with the Agency for Supervision in the Sphere of Education and Science (ASSES).
2. Objectives of the Assignment
The objective of the assignment is to assess and develop recommendations for the efficient inspection of schools in the field of licensing and accreditation that affect the quality and effectiveness of the teaching and learning environments in Tajikistan"s schools. The other main objectives of this assignment are reviewing existing practices on inspection activities and capacity-building and contributing to developing the guidelines and training materials. As well, as collaboration and stakeholder engagement as an interagency working group, and project consultants for improving and ensuring the quality of the development of guidelines and training materials, preparing and providing workshops, seminars, and implementation support of the training process.

The Ministry of Education and Science of the Republic of Tajikistan now invites eligible individual consultants to express their interest in providing the requested services. Interested consultants must submit:
Expressions of interest will be evaluated in accordance with the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised in November 2017, August 2018, and November 2020), specifically Sections III, paragraphs 3.14, 3.16, and 3.17, concerning the World Bank’s conflict of interest policy.
A consultant will be selected using the Individual Consultants (IC) method as outlined in the Consultant Guidelines.
