1. Introduction

The Government of the Republic of Tajikistan has received grant funding in the amount of USD 50.0 million from the World Bank to implement the "Learning Environment – Foundation of Quality Education Project" (LEARN) from 2023 to 2029. The Project is being implemented by the Ministry of Education and Science (MoES) in collaboration with the Agency for Supervision in the Sphere of Education and Science (ASSES).

2. Objectives of the Assignment

The objective of the assignment is to assess and develop recommendations for the efficient inspection of schools in the field of licensing and accreditation that affect the quality and effectiveness of the teaching and learning environments in Tajikistan"s schools. The other main objectives of this assignment are reviewing existing practices on inspection activities and capacity-building and contributing to developing the guidelines and training materials. As well, as collaboration and stakeholder engagement as an interagency working group, and project consultants for improving and ensuring the quality of the development of guidelines and training materials, preparing and providing workshops, seminars, and implementation support of the training process.

3. Qualifications and Requirements

The consultant must meet the following qualifications:

Education:

• Higher education in pedagogy or related field.

Work Experience:

• Experience in working on reforms in the field of education, especially in the development of training programs/ training materials in the field of licensing and accreditation.
• Professional experience in the education system of Tajikistan specifically in teacher training and capacity building.
• Practical experience in organizing and conducting activities for capacity development.
• Work experience on donor-funded projects and/or working with international organizations/development partners will be an advantage.

Skills and Competencies:

• Excellent analytical and writing skills; good communication skills, ability to work with a team and independently.
• Knowledge of Russian and Tajik languages is required; knowledge of English will be an advantage.
• Good knowledge of Microsoft Office programs [Word, PowerPoint, Excel], experience in working with the internet, email, and ZOOM meetings.

4. Submission of Expression of Interest

The Ministry of Education and Science of the Republic of Tajikistan now invites eligible individual consultants to express their interest in providing the requested services. Interested consultants must submit:

• A CV detailing their qualifications, skills, and experience.
• Copies of relevant documents evidencing their qualifications.
• References and descriptions of similar assignments performed.

Expressions of interest will be evaluated in accordance with the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised in November 2017, August 2018, and November 2020), specifically Sections III, paragraphs 3.14, 3.16, and 3.17, concerning the World Bank’s conflict of interest policy.

A consultant will be selected using the Individual Consultants (IC) method as outlined in the Consultant Guidelines.
