Procurement Specialist

By Decree of the President of the Republic of Tajikistan No. 632 dated September 13, 2023, was established the State Institution «Project Implementation Unit Fundamentals of Digitalization in Tajikistan» of the Executive Office of the President of the Republic of Tajikistan (PIU EOP) for the implementation of digitalization projects.

The Project development objective is to expand access to and usage of selected digital public services and enhance digital skills of the population. The project consists of two main components designed to leverage digital technologies for both social objectives (i.e., inclusive access to public services) and economic objectives (job creation and economic growth), as follows:

Component 1. Strengthening Foundations for Safe Digital Government Systems and Services;

Component 2. Enhancing Digital Skills

State Institution "Projects implementation center for Tajikistan digital foundations" under the Executive Office of the President of the Republic of Tajikistan (PIC EOP) established by the Presidential Decree No 632 dated September 13, 2023 will be responsible for project implementation and coordination between key project implementation partners (relevant ministries, agencies, and departments).

To support the implementation of the planned activities the PIC EOP intends to hire a Procurement Specialist.

Overall leadership, fiduciary oversight, and capacity development to ensure compliance with WB’s policies and procedures for procurement (goods, works, non-consulting services, and consulting services) as well as the relevant regulations of the Republic of Tajikistan.

The applicant to fill this position should comply with the following minimum qualification requirements:

• A university degree in the field of economics, engineering, management, finance, business administration, law or a related subject. A master’s degree is an added advantage.;
• Experience of at least 4 years as a procurement professional in procuring goods, services and works in a public or private sector institution with at least 2 years working under the World Bank or Multilateral Development Bank financed projects with a demonstrated strong track record;
• Previous experience in processing contracts (subject to national or international competition under World Bank procedures) in civil works, supply of goods and consultancy services;
• Good knowledge of the public procurement legal requirements and procedures in Tajikistan;
• Fluency in Tajik, Russian and English languages;
• Appropriate computer skills: MS Windows, MS Excel, MS Word, and the ability to quickly learn new systems;
• Demonstrated responsibility, honesty and integrity in handling resources;
• Excellent organizational as well as oral and written communication skills;
• Ability to work under pressure; customer orientation, analytical thinking;
• At least 2 reference letters from previous employers

The selection and recruitment of the specialist will be carried out through the “Selection of Individual Consultants” method in accordance with the World Bank procedures and World Bank Procurement Rules for IPF Borrowers, Procurement under Investment Project Finance: Goods, Works, Non-Consulting and Consulting Services, July 2016, revised September 2023.
