• The Ministry of Finance of the Republic of Tajikistan has received financing from the World Bank toward the cost of the Public Finance Management Modernization Project II, and intends to apply part of the proceeds toward payments under the contract for Development and introduction of additional functionality of the Human Resource Management Information System of the Civil Service Agency under the President of the Republic of Tajikistan.

2. The Ministry of Finance of the Republic of Tajikistan now invites sealed Bids from eligible Bidders for Development, testing and introduction of the Public Investments Program Development and Monitoring Information System for Ministry of Economic Development and Trade of the Republic of Tajikistan.

3. Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

4. The interested eligible Bidders may obtain further information from the Public Finance Management Modernization Project, Ministry of Finance at the address below during office hours from 09:00 – 17:00 hours from Monday to Friday.

5. The bidding document in English may be received by the interested eligible Bidders upon the submission of a written application to the following address:

6. The document will be sent by electronic mail in PDF format to the provided email address on the bidding documents for all companies.

7. The bids must be delivered to the address below on or before January 22, 2025 at 15.00 local time. Electronic Bidding will be not permitted. Late Bids will be rejected. Bids will be opened publicly in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below. The online bid opening is not permitted.

8. All Bids must be accompanied by a Bid Security in the amount of 2 860,00 (two thousand eight hundred sixty) US Dollars or an equivalent amount in a freely convertible currency.

9. “Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
