Assignment Title: Consulting services to assess the needs of financial realities, necessary legislation for the establishment of an accumulative fund for disaster expenditures in the state budget of the Republic of Tajikistan

Reference No. (As per Procurement Plan): MOF/TPRDP/CQS-07/2

The Republic of Tajikistan has received financing from the World Bank toward the cost of the Tajikistan Preparedness and Resilience to Disasters Project (Project) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include:

• Activities, related to the development of the legal and regulatory framework, include defining the structure of accumulative fund for disaster expenditures (the Fund), its mission, funding, allowable expenditures and so on. This should be determined on the basis of work already done, including agreements with the Government, WB diagnostics and in coordination with the MoF and WB
• Study and development of the legal framework for the Fund.

The State Institution “Project Implementation Unit for Access to Green and Rural Development Finance” under the Ministry of Finance of the Republic of Tajikistan (PIU MoF) in the framework of “Tajikistan Preparedness and Resilience to Disasters Project" now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

• Legal knowledge and experience with Tajikistan’s legislative framework, especially as it relates to public finance and disaster risk management (DRM);
• Project Management Experience;
• Experience in public financial management;
• Experience in public sector accounting;
• Experience in disaster risk management expertise.

Key Experts will not be evaluated at the shortlisting stage.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultants Qualifications-based Selection

(СQS) method set out in the Procurement Regulations for IPF Borrowers.
