• Expression of interest

The Government of the Republic of Tajikistan has received grant funding in the amount of US$50.0 million from the World Bank for the implementation of the "Learning Environment – Foundation of Quality Education Project” (the Project, LEARN) during 2023-2029. The Project will be implemented by the Ministry of Education and Science (MOES), and in close coordination with the Agency for Supervision in the Sphere of Education and Science (ASSES).

The Project Development Objective is to enhance the quality of teaching and learning environments in selected general secondary schools.

The International Consultant will support and assist the working group created by the State Institution “Republican Institute for advanced training and retraining of employees of the education system” (RIATRES) in developing a training package for increasing the capacity of education system managers, school directors, methodists and teachers.

II. Requirements to the consultant

The International Consultant should have the following qualifications:

• Higher education in education or related field, the scientific degree is a desirable advantage;
• Experience in the field of advanced training of education workers (as a trainer, developer, and relevant areas);
• Experience and good skills with international organizations and implementation of grants for conducting training in the advanced training system;
• Knowledge of interviewing techniques, assessment of skills and competencies of trainers;
• Work experience on donor-funded projects and/or working with international organizations/development partners will be an advantage;
• Excellent analytical and writing skills; good communication skills, ability to work with a team and independently;
• Knowledge of Russian languages, knowledge of English will be an advantage;
• Good knowledge of Microsoft Office programs [Word, PowerPoint, Excel], experience in working with the internet, email, and ZOOM meetings.

Ministry of Education and Science of the Republic of Tajikistan now invites eligible consultants (Individual consultant) to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV, copy of documents evidencing appropriate qualifications and skills, experience and competence related to the task, description of similar tasks performed, references, etc.).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised in November 2017 and August 2018 and November 2020) - Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the selection of Individual Consultants (IC) method set out in the Consultant Guidelines.
