Assignment title: Support to the Ministry of Finance of the Republic of Tajikistan in the application of the Public Sector Financial Reporting Standards (PSFRS) and the formation of consolidated financial statements on an accrual basis

One of the key elements of Tajikistan"s public finance reform is making the public sector accounting and reporting consistent with the international standards, such as the International Public Sector Accounting Standards (IPSAS) and the Government Financial Statistics Manual 2001 (GFSM 2001). Improving the public sector accounting system is one of the components of the overall public finance reform in accordance with the Public Finance Management (PFM) Strategy for 2009 – 2018, adopted by the Government of Tajikistan on March 20, 2009.
In the process of developing the PFM Strategy under the support of the international donor community, a number of studies were conducted on the current financial reporting system in the public sector. A systematic comparison of these standards with cash basis and accrual basis IPSAS was conducted as well as current public sector accounting practice was reviewed. It was confirmed that like most CIS countries, Tajikistan uses modified accrual basis accounting inherited from the times of the Soviet Union. Taking into account the existence of well-known and accepted elements of accrual basis accounting, the main recommendation was a proposal to bring gradually the Tajikistan"s accounting standards in line with accrual basis IPSAS.

Estimated minimum key personnel:
The Consultant will form a competent team of professionals who shall work in an efficiently coordinated process to execute the assignment.
The Consultant’s core team shall comprise the following key experts with the minimum academic qualifications and experience as stipulated below:
Team leader
At least the following expert consultants with international professional accountancy qualifications (ACCA, CAP, CIPA, CPA), as well as with practical experience in the field of accounting for at least 7 years;
Accounting experts (at least 2 No.):
Expert in public financial management:
Training experts (at least 2 No.):
The consultant may add other technical and administrative staff to ensure successful execution of the assignment.

Hereby the Ministry of Finance of the Republic of Tajikistan invites eligible consulting companies to express their interest in providing the Services. The interested consulting companies must provide information demonstrating that they have the necessary qualifications and relevant experience to perform the Services.
It is assumed that a contract will be signed with the bidder with the lowest proposal related to the provision of all documentation set out in the Terms of Reference. Quotes must include all costs of the consulting company, including taxation, international and local travel, meals, accommodation, support staff costs, cost of printing of reports, etc.
