Tajikistan Preparedness and Resilience to Disasters Project

The Republic of Tajikistan has received financing in the amount of US$ 50 Million equivalent from the World Bank toward the cost of the Tajikistan Preparedness and Resilience to Disasters Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.

The project consists of the four components. Components 1 and 2 will finance activities to support disaster recovery, strengthen the resilience of critical roads, and enhance disaster risk management capacity. Component 3will finance project implementation, and Component 4 will finance the cost in the case of an Eligible Crisis or Emergency, to respond promptly and effectively to it.

The project will include the following components:

• Component 1: Building Road Resilience

Sub-component 1.1: Rehabilitation of roads damaged by the 2021 floods

Sub-component 1.2: Protection and reinforcement of priority roads

• Component 2: Strengthening Disaster Risk Management Capacity

Sub-component 2.1: Strengthening regional crisis management centers and systems

Sub-component 2.2: Modernizing disaster communication and information systems

Sub-component 2.3: Capacity building for emergency response

Sub-component 2.4: Strengthening the basis for structural and seismic resilience

Sub-component 2.5: Disaster risk financing

• Component 3: Project Management.

• Component 4: Contingent Emergency Response Component.

The project will be implemented by the three agencies:

• State Institution “Project Implementation Unit for Access to Green and Rural Development Finance” under Ministry of Finance of the Republic of Tajikistan (Sub-components 2.1, 2.4, 2.5),
• Project Implementation Group under the Ministry of Transport of the Republic of Tajikistan (Component 1),
• Project Implementation Group under the Committee for Emergency Situations and Civil Defense under the Government of the Republic of Tajikistan (Sub-components 2.2, 2.3).

Below is a brief description of the goods, works, non-consulting services and consulting services to be procured through open international competitive procurement:

• Purchasing of required information and communication technology equipment to be installed within 3 Regional Crisis Management Centers (Sub-component 2.1)
• Purchasing of Mobile Command and Control Vehicles (Sub-component 2.1)
• Procurement of necessary equipment for diving training center in Karatag (Sub-component 2.3)
• Construction of two main bridges along the Dushanbe - Rudaki highway crossing the Kafirnigan River at km 9.800, the Elok River at km 11.000 and two bridges along the Dushanbe - Kulma highway (at km 158 and 165)
• Modernization and protection of the highway and bridges of international importance Labijar - Karamyk and restoration of damaged sections of highways Muminabad – Momandien
• Preparation of a feasibility study and detailed design for two new bridges in Rudaki and two new bridges in Vose damaged as a result of flooding in 2021
• Technical supervision of construction and restoration of damaged sections of highways and bridges
• Preparation of feasibility and detailed design for Regional Crisis Management Centers’ buildings and ICT systems in Khujand, Khorog and Bokhtar (Sub-component 2.1)
• Provide support to the CoESCD leadership in making decisions regarding GIS tasks and activities (Sub-component 2.2)
• Development of design and estimate documentations (costs, BoQs, etc), as well as E&S assessments/requirements for the diving training center and, canine center at Karatag and author"s supervision (Sub-component 2.3)

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (November 2020) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations.
