Assignment Title: Consultancy services for technical feasibility of digitizing priority services in Tajikistan

Reference No. (as per Procurement Plan): TDFP/CS/CQS-02

The Ministry of Finance of the Republic of Tajikistan has received project preparation advance (PPA) out of the WBG Project Preparation Facility for the preparation of the Tajikistan Digital Foundation Project, and intends to apply part of the proceeds toward payments under the consultancy contract for technical feasibility of digitizing priority services in Tajikistan.

The objective of this assignment is to conduct the activities, which will support the implementation of Component 1 of the Project. The total number of services to undergo optimization and development of technical specifications is to be confirmed by the Government at the start of the assignment (up to 15).

The study will rely on outputs of other studies conducted by the Government, namely:

  • Study A) Review of Public Services Provided by State Agencies in the Republic of Tajikistan and Development of Electronic Public Services Registry.
  • Study B) Consultancy services for Audit of information systems in Tajikistan and evaluation of potential function integration and secure data exchange services.

Task 1. Validate the inventory of government services

  • Review and validate the list of identified government service providers, services, and life events (developed under Study A)
  • Provide inputs into the structure of service life event passports and service classification scheme
  • Validate the passports of services and life events
  • Provide inputs into the prioritization methodology and criteria as well as to the list of shortlisted services for digitalization (developed under Study A)

Task 2. Evaluate technical feasibility of digitalization and perform process optimization for selected government services

  • Based on the existing prioritization of the government services for digitalization (informed by Study A and Task 1), evaluate the technical feasibility of digitization of selected services from institutional, legal, regulatory, human resource and technical points of view
  • According to the results of the technical feasibility assessment, provide recommendations for the final shortlist of services for digitalization.
  • In close collaboration with relevant government agencies, document the actual situation (“as-is” map) of selected government services, including mapping existing business processes and representing them using the Business Process Model and Notation (BPMN) standard
  • Measure baseline parameters of time needed for people to obtain selected government services and the level of satisfaction with the quality of respective services
  • Identify problems, bottlenecks, and quality of the service delivery from the customer’s perspective through the most appropriate tools, such as focus groups, surveys, etc.
  • Identify the deficiencies in the services’ business processes based on the “as-is” maps
  • Identify the optimization strategies to be applied to each of the selected services, such as eliminating unnecessary confirmation documents and redundant steps (e.g., cascaded approvals, etc.). This work will take into account results from Study B
  • Identify international good practices related to digitalization of selected services
  • Develop the “to-be” maps of selected services, including the optimized business processes according to the BPMN standard
  • Organize a workshop to present the proposed optimizations

Task 3. Develop technical specifications for digitalization of selected services

  • For the shortlisted services for digitalization, the consultant will develop technical specifications for digitalization, considering existing or planned shared elements (such as the e-government portal, authentication service, e-signature service, e-payment service), and propose process optimizations
  • Provide inputs into eligibility and evaluation criteria for the companies participating in the bidding process
  • Support the PIU during the bidding process, including answering technical clarification questions, participating in pre-bid meetings (if appropriate)
  • The technical specification will follow the World Bank template (for example, for ICB – Supply and Installation of Information Systems – Single-Stage)

The Consultant will conduct workshops with all relevant representatives of public service providers to perform this assignment at the beginning and at the end of each Task.

To fulfill these activities, the Consultant will conduct on-site assessments, interviews with the responsible public servants, public entities (in charge of the selected services to be digitalized), and other relevant stakeholders to collect information and understand the public services under investigation. To ensure an inclusive process of approving the final list of public services, consultations with businesses and socially active citizens and NGOs shall be conducted.

The accomplishment of assignment should approximately begin in December 2023. The Consultant will complete the assignment in full within 9 months.

The Project Implementation Unit under the State Institution "CENTER FOR PROJECT IMPLEMENTATION AND ACCESS TO GREEN FINANCING AND RURAL DEVELOPMENT FINANCE" now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The selected firm will need to demonstrate:

  • Proven track record of successfully completing at least 5 similar assignments for digital transformation of public services, with a focus on public service delivery, public institution management, e-government transformation, mapping and analysing public services sector;
  • Solid understanding of the technical requirements for digitizing government services and the ability to evaluate the feasibility of digitalization;
  • Strong experience in public services process optimization, including the ability to identify opportunities for improving service delivery, the development of digital authentication mechanisms and technical specifications;
  • Demonstrated familiarity with the Tajikistan context is considered an advantage;
  • Excellent command of English and Russian within the team (both writing and presentation skills);
  • Command of Tajik is a plus.

Team Composition

The Consultant shall employ well qualified and competent professional staff at all times in the execution of the assignment, as given in their Technical Proposal. The Consultant shall complete the Team Composition and Task Assignment in sufficient detail to ensure that all technical requirements fall under the responsibility of a named expert. The consultant shall provide sufficient resources to carry-out all the services required under the assignment. The proposal shall include, as a minimum, the key professional staff listed below:

  • A project manager
  • A technical expert
  • A business analyst

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Framework Agreement arrangements described in the Procurement Regulations and to be specifically set out in the Request for Proposals.
