Assignment Title: Preparation of feasibility and detailed design for Regional Crisis Management

Centers’ buildings and ICT systems in Khujand, Khorog and Bokhtar

Reference No. (As per Procurement Plan): MOF/TPRDP/QCBS-01

The Republic of Tajikistan has received financing from the World Bank toward the cost of the Tajikistan Preparedness and Resilience to Disasters Project (Project) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include:

• Regional Crises Management Centers (RCMCs):
• Development of Feasibility Studies with two (2) conceptual design alternatives with their preliminary cost estimates to be prepared for each RCMC location in Khujand, Khorog and Bokhtar for the selection of the preferred option for each location. Concept of ICT equipment and systems shall also be presented under the feasibility stage.
• Development of Detailed Engineering Designs for the preferred options, including documentation and cost estimates for the RCMCs in Khujand, Khorog and Bokhtar, technical specifications, drawings (structural, architectural, mechanical, electrical, plumbing, etc.) including furniture and inventory, performance requirements and detailed designs for ICT equipment and systems, emergency communication network, UICS, etc.
• Author’s Supervision during construction.
• ICT (ECS, UICS, and other Subsystems):
• Development and finalization of the detailed design, performance requirements, and technical specifications of the Emergency Communications System (ECS), Unified Information and Communications Systems (UICS) and Information Technology (IT) equipment, systems and software essential for daily usage, functional, and efficient disaster management,
• Ensuring interoperability and compatibility of above equipment and systems with existing NCMC and MCCVs,
• Preparation of cost estimate in accordance with best practices and market dynamics
• Preparation of drawings for installation of ICT equipment and systems,
• Prepare and finalization bill of quantities based on accepted final solutions,
• Drawing-up of supervision modalities, test procedures and schedules for all systems,
• Detail design of training schedule for operational staff.

The State Institution “Project Implementation Unit for Access to Green and Rural Development Finance” under the Ministry of Finance of the Republic of Tajikistan (PIU MoF) in the framework of “Tajikistan Preparedness and Resilience to Disasters Project" now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

• At least 5 years of experience in development of feasibility study and engineering design for assignments of similar scope and nature;

• Demonstrated knowledge and experience with international “best practices”, and of modern construction technologies;

• Experience in working on related programs and projects in Tajikistan, Central Asia, Caucasus and CIS will be an added advantage;

• Experience in performing similar assignments for projects financed by Multi-Lateral Development Banks where Environment and Social safeguards requirements were applicable;

• Demonstrated knowledge of local regulations, conditions, and experience in interacting with various levels of authorities and communities in previous assignments citing examples of such experience.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers “Procurement in Investment Project Financing: Goods, Works, Non-Consulting and Consulting Services”, July 2016 revised, November 2020, setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations for IPF Borrowers.
