The Republic of Tajikistan has received financing from the World Bank and Asian Infrastructure Investment Bank towards the cost of the Technical Assistance for Financing Framework for Rogun Hydropower Project, and intends to apply part of the proceeds for consulting services.

The Projects Management Group for Energy Facilities Construction under the President of the Republic of Tajikistan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The objective of the consultancy assignment is to carry out a detailed audit of the quality assurance (QA) and quality control (QC) systems and associated procedures that have been followed for the works constructed at Rogun since the construction assessment carried out under the TEAS so as to identify any significant deficiencies that could have impacted the construction quality of these works and prepare a draft framework of an integrated Construction Supervision and Quality Assurance Plan covering the entire project.

The Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

The shortlisting criteria are:

• At least 15 years of experience in construction/supervision, quality assurance and quality control of large civil engineering construction projects including dams, tunnels, caverns, power intakes, penstocks, spillways and hydromechanical equipment;
• Experience in FIDIC Contract management, including EPC contracts, Works;
• Experience in performing audit of quality assurance and quality control for hydropower projects (preferably with installed capacity of at least 300 MW or more);
• Experience in all facets of field and laboratory testing for a large hydropower or dam project including test interpretation and reporting;

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised November 2017, August 2018, and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may form an association (Please take into account that form of association acceptable for the World Bank is either sub-consultancy or Joint-Venture and submission must clearly indicate the nature of the association) to enhance their qualifications. The experience of sub-consultants will not be taken into account while evaluating the corporate experience of the company.

Consultants already involved in the implementation of the Rogun project will not be considered for this assignment.

A Consultant will be selected in accordance with the Consultants Qualification Selection Method.
