Assignment Title: Support of the Ministry of Finance of the Republic of Tajikistan in the implementation of the subcomponent 1.5

The Ministry of Finance of the Republic of Tajikistan has received Grant from the World Bank for implementation of the Additional Financing for Public Finance Management Modernization Project II, and intends to apply part of the proceeds toward payments under the consultancy contract for Support of the Ministry of Finance of the Republic of Tajikistan in the implementation of the subcomponent 1.5.

It is planned to attract a consultant with experience in projects of the World Bank or other international financial institutions with knowledge of the PFM system and public internal control systems to support the Ministry of Finance of the Republic of Tajikistan in the implementation of the sub-component on strengthening internal audit.

The accomplishment of assignment should approximately begin in April 2023 and be completed by the end of June 2025. The services of a consultant are required to accomplish the assignment who has appropriate experience in the field related to this assignment for 170 person-days.

The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

The Administrative and Procurement Support Team now invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The qualification criteria are:

• A university degree in the field of audit or a Masters’ degree in the area of accounting, auditing, economics, public financial management.
• At least 10 years of practical experience in the field of internal audit.
• Work experience as a manager in the projects related to internal audit, as a coordinator of projects aimed at reforms in the field of internal control.
• Knowledge of good international practices in terms of audit and accounting, including COSO framework, ISSAIs and IPSAS.
• Experience in providing comprehensive technical recommendations on internal audit to the Ministry of Finance.
• Good knowledge of key functional features and technical specifications for risk monitoring software
• Fluency in Russian and English languages. Knowledge of Tajik language will be an advantage.
• Excellent report writing and interpersonal skills.
• Computer literacy, especially in the field of MS office applications.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant method set out in the Procurement Regulations.
